WB Student Credit Card Scheme 2024 apply online process starts at wbscc.wb.gov.in, check eligibility criteria. The state govt. has launched West Bengal Student Credit Card Yojana 2024 for students to enable them to pursue higher education. This WB Student Credit Card Yojna would enable students to get loans upto Rs. 10 lakh at just 4% interest rate. In this scheme, one candidate would be eligible for soft loans till 40 years of age. In this article, we will tell you about the complete details of the West Bengal SCC Yojana including eligibility criteria, apply online process etc.

In order to make West Bengal's youth atmanirbhar (self reliant), govt. has launched Student Credit Card Scheme 2024. In this scheme, govt. will provide student credit cards with credit limit upto Rs. 10 lakh. For this loan amount, a student will have to pay 4% interest rate. Each student will get 15 years for loan repayment after he gets a job. WB Student Credit Card Scheme is a part of "Arthik Shujog, Shobol Jubo" initiative.

Through WB Student Credit Card Scheme, students pursuing higher education i.e under-graduation (UG) and post-graduation (PG) courses, shall be eligible to receive credit up to Rs. 10 Lakh at a subsidized rate of interest of 4%. Unlike a loan that is drawn as a lump sum, a Student Credit Card will provide money to students on demand at their convenience benefiting more than 1.5 crore students over the next 5 years.

About West Bengal Student Credit Card Scheme 2024

Under the visionary leadership of CM Mamata Banerjee, Higher Education Department of West Bengal government has introduced the Student Credit Card Scheme. This SCC scheme for the students of West Bengal will enable them to pursue education without having any financial constraints. 

This WB Student Credit Card Scheme is designed to support the students to pursue secondary, higher secondary, madrasah, undergraduate and post graduate studies including professional degree and other equivalent courses in any school, madrasah, college, university and other affiliated institutes within and outside India. Students studying in various coaching institutions for appearing in different competitive examinations like Engineering, Medical, Law, IAS, IPS, WBCS etc, can also avail the loan under this scheme. 

A student from West Bengal can obtain a maximum loan of Rs. 10 lakhs @ 4% per annum simple interest from the State Cooperative Bank and its affiliated Central Cooperative Banks and District Central Cooperative Banks and Public/ Private Sector Banks. 1% interest concession will be provided to borrower if the interest is fully serviced during the study period. 

The upper age limit for the interested students has been kept as 40 (forty) years at the time of applying for loan. The repayment period shall be fifteen (15) years for any loan availed under this Credit Card including the Moratorium/ repayment holiday. List of Documents Required to Kept Before Applying for WBSCC Scheme

Please keep the following documents with you before registration process.
  • Colour Photograph of the applicant (should be in .jpeg / .jpg between 50 KB and 20 KB)
  • Colour Photograph of the co-applicant / co-borrower (should be in .jpeg / .jpg format, between 50 KB and 20 KB)
  • Signature of the student (should be in .jpeg / .jpg format, between 50 KB and 10 KB)
  • Co-borrower / Guardian’s signature (should be in .jpeg / .jpg, format, between 50 KB and 10 KB)
  • Student’s AADHAR Card (should be in .pdf format, between 400 KB and 50 KB)
  • Student’s Class 10th Board registration certificate (if no AADHAR card) (should be in .pdf format between 400 KB and 50 KB)
  • Guardian’s Address Proof (should be in .pdf format between 400 KB and 50 KB)
  • Admission Receipt (should be in .pdf between 400 KB and 50 KB)

Important Points before Applying Online for WB Student Credit Card Scheme

  • Student Credit Card / loan cannot be applied for future courses. Admission receipt is to be uploaded while applying. For example, if a student is presently studying in Class XII and he proposes to study management in future, he cannot apply for loan considering /clubbing course fee of management courses. At present he has to apply for loan considering his course fee of Class XII only. For future courses, he has to apply for a fresh credit card after admission to that particular course.
  • The students cannot apply for credit card loan considering their course fee of the regular institute as well as coaching institute fee clubbed.
  • Loan cannot be applied for the course fees or admission fees etc which have already been paid to the institution . Fees to be paid in future for the running course only, is to be mentioned. There is no re-imbursement system in this scheme.

Clarification on Programme Name / Course

  • Programme Type: To be selected from drop down list lime Like UG, PG, Diploma, School, Vocational (10+2) etc
  • Programme Name: For Each Programme Type, there are a number of Programme Names to be selected.
NOTE: Subject wise courses like MSc Physics etc. are not available in the dropdown list in most of the cases and are not required also as per the scheme. It will not hamper loan sanctioning process. Only broad course like MA, MSc, BA, BSc, etc are to be selected as per the following examples:

  • PG (Post Graduate) - MA, MSc, MCom, MD, MS, MBA, LLM, M Mus, etc. Subject wise courses like MSc Physics etc. are not required to be selected
  • UG (Under Graduate) - BA, BSc, BCom, MBBS, BBA, LLB, etc. Subject wise courses like BSc Physics etc. are not required to be selected
  • Diploma - ANM, GNM, PGDBA, PGDM, PG Diploma, all Diploma in Polytechniques, Paramedicals, etc.
  • Certificate - ITI
  • School - Class 10, Class 11, Class 12
  • Vocational (10+2) - Class 11, Class 12

WB Student Credit Card Scheme Online Registration Form 2024

  • At the page, click "Student Registration" tab. Then it will ask for registering for institutions in India or for institutions outside India.
  • Then WB Student Credit Card Scheme online registration form will open.
  • Enter aksed details like applicant's name, date of birth, contact details, aadhar number and click "Register" button. Then applicant will have to verify mobile number registered with aadhar number.
  • Then you will get a message "You have successfully Registered In WBSCC. Your Registration Id is WBSCC22XXXXXXXX. Your login credentials has been sent to your mobile no. 
  • Next, you can kindly login with your credentials at wbscc.wb.gov.in website by clicking "Student Login" tab. The page to make WB Student Credit Card Login will open.
  • Enter applicant ID, password and click "Login" tab to make WBSCC WB Gov In Portal Login.

Cabinet Nod to West Bengal Student Credit Card Yojana

CM Mamata Banerjee led West Bengal state govt. estimated that 1.5 crore beneficiaries will be included in the "WB Student Credit Card Scheme". West Bengal SCC Yojana promises student credit cards having credit limit of upto Rs. 10,00,000 for higher studies (UG/PG courses). This scheme was promised by CM Mamata Banerjee in TMC manifesto before Assembly elections.

WB Student Credit Card Yojana Eligibility Criteria

Below is the complete WB Student Credit Card Scheme eligibility criteria:-
  • Student must be a permanent resident of West Bengal and must have spent 10 years in the state.
  • Loans under WB Student Credit Card Scheme 2024 would be eligible for undergraduate, postgraduate, doctoral and post-doctoral study in India or abroad.
  • One person is eligible for the WB Student Credit Yojana till 40 years of age.
  • Fifteen years will be given to a student to repay the loan after getting a job.

Implementation of WB Student Credit Card Scheme

The financial condition of the state does not allow the West Bengal state govt. to make the WB SCC Yojana universal. West Bengal state govt. just cannot bring all students of all courses in the state under the Student Credit Card Yojana as it will put huge financial burden. For smooth implementation of the West Bengal Student Credit Card Scheme, government was considering the insertion of an eligibility criterion for students to get soft loans.
WB state govt. might be forced to cut down allotment of some departments to raise funds for the WB Student Credit Card (SCC) Scheme. But It is not possible to cut down allocations of various departments heavily. So, the state is looking to arrange for funds for the scheme from some other sources too.

WB Student Credit Card Scheme in West Bengal Budget 2024-25

On 8 February 2024, Finance Minister presented West Bengal Budget 2024-25. While presenting the budget, FM said that Under the West Bengal Student Credit Card Scheme, an education loan up to Rs.10 lakh for students of West Bengal, at simple interest @ 4% p.a. is also provided for pursuing higher education in any recognized institution in India or abroad. Under the West Bengal Student Credit Card Scheme more than 62,000 students have so far been sanctioned loan at a simple interest rate @ 4% p.a., with aggregate loan amounting more than Rs. 2,000 crore.

WB Student Credit Card Scheme in West Bengal Budget 2023-24

While presenting West Bengal Budget 2023-24, Finance Minister said "West Bengal Student Credit Card Scheme has been introduced since 30th June, 2021 for the students belonging to the state of West Bengal and studying within the country or abroad. As on 31.12.2022, out of total numbers of 1,50,337 applications, 1,43,217 have been forwarded to the banks. Till date 39,490 applications have been sanctioned by the banks. The aggregate amount of loan sanctioned is Rs. 1,170.85 crore".
