West Bengal CM Mamata Banerjee launched new WB Lakshmi Bhandar Yojana 2021 for women head of families. This Lakshmi Bhandar or Laxmi’s Treasure scheme will ensure monthly Basic Income support to female heads of 1.6 crore households of the state. Govt. will provide Rs. 500 per month to general category families (Rs. 6,000 per annum) and Rs. 1,000 to SC / ST families (Rs. 12,000 p.a).

What is West Bengal Lakshmi Bhandar Scheme 2021

As per the official report, WB state's monthly average consumption expenditure of a household is Rs. 5,249. By giving a monthly income support of Rs. 500 (yearly Rs. 6,000) to general category families and Rs. 1,000 (yearly Rs. 12,000) to SC/ST category households, would account for 10% and 20% of their monthly expenditure respectively. The assistance amount would be directly deposited into bank accounts of 1.6 crore female heads of the families in West Bengal state. The new basic income scheme namely Laxmi Bhandar Yojana would include every household from SC/ST community.

For general category, this income support would be provided to all families except those having at least one tax-paying member (42.30 lakh people) and those owning land more than 2 hectare (2.8 lakh people). The budget outlay for the scheme would be approximately Rs. 12,900 Crores every year.

West Bengal Cabinet Approval to WB Lakshmi Bhandar Scheme

According to an estimate of WB state government, around 1.6 crore beneficiaries will be included in the "Lakshmir Bhandar (Laxmi treasure) Scheme". Under Lakshmi Bhandar Scheme, govt. will provide Rs. 1000 per month to women heads of SC / ST families and Rs. 500 per month to women heads of general families. The Laxmi Bhandar Yojana was earlier promised by CM Mamata Banerjee in the run up to Assembly elections. After winning the elections, it is the duty of the elected govt. to implement its pre poll promises. So, the cabinet has approved WB Lakshmi Bhandar Yojana.

The state govt's top officials held a meeting recently to work out the modalities of the dole. The work to implement the Lakshmi Bhandar Scheme has been started on ground from 1 July 2021. The first thing West Bengal govt. is doing is to register the beneficiaries of the Lakshmi Bhandar Yojana. As per an assessment, it is estimated that the scheme will have a total of 1.6 crore beneficiaries. The government has primarily estimated that Rs. 11,000 will have to be spent from the state exchequer annually to run the Laxmi Bhandar Scheme.

Eligibility of WB Lakshmir Bhandar Scheme

As we have told you earlier that WB Lakshmir Bhandar Scheme is going to help 1.6 crore families across the state during the Covid-19 pandemic crisis when opportunities to earn livelihood have shrunk, particularly in rural areas. But it will certainly leave a heavy burden on the exchequer at a time when the West Bengal state’s own revenue generation has suffered a hit. The state government was planning to fix an eligibility criterion, which is likely to be based on a person’s family income, to keep the number of beneficiaries under control. But now the following Laxmi Bhandar Yojana eligibility criteria prevails:-
  • Applicant must be a resident of the West Bengal state.
  • Beneficiary candidate must be a women head of the SC / ST / General category household.
  • All SC / ST families would be included in Laxmi Bhandar Yojana. 
  • For general category, this income support would be provided to all families except those having at least one tax-paying member (42.30 lakh people) and those owning land more than 2 hectare (2.8 lakh people).

WB Laxmi Bhandar Scheme Implementation

West Bengal government is not making this scheme universal (applicable to all) as financial condition of state exchequer is not so good. Earlier schemes like Sabuj Sathi or old age pension were universal i.e these scheme provides benefits to all coming under its ambit. But the state govt. cannot just bring all 2.5 crore families under WB Laxmi Bhandar Yojana as it will push the financial burden to over Rs. 20,000 crore annually.
To ensure the smooth implementation of the Lakshmi Bhandar Scheme, government is considering the insertion of an eligibility criterion for women to avail themselves of the monthly doles. The WB state government might be forced to cut down allotment of some departments to raise funds for the Lakshmi Bhandar scheme. However, it is not possible to cut down departmental allocations heavily. So, the state is looking to arrange for funds for the scheme from some other sources too.

Beneficiary Database in WB Lakshmir Bhandar Scheme

WB govt. already has a database of some eligible beneficiaries, which can be readily used to launch the Lakshmir Bhandar scheme. For example, the state has detailed data of 33 lakh women beneficiaries of the social security scheme (Samajik Suraksha Yojana). These beneficiaries can be brought under the direct benefit transfer (DBT) scheme immediately. For the remaining families, the government could seek applications.
