Chief Minister Breakfast Scheme 2024 has been launched by Tamil Nadu government. The TN govt. has expanded the scope of CM Breakfast Scheme in which 1.14 lakh students of class 1 to 5 in 1545 govt. primary schools are already being provided breakfast on all working days.
The announcement regarding CM Breakfast Scheme in Tamilnadu was made by M.K Stalin earlier on 7 May 2022 under Rule 110. In this Chief Minister's breakfast scheme, the state govt. provides free morning meal to primary school children from 1st to 5th class studying in govt. schools. TN CM Breakfast Scheme Expansion to Govt Aided Schools
Tamil Nadu CM M.K Stalin has launched expansion of govt's breakfast scheme for primary school children to state aided schools. This expansion is done on 15th July 2024 on the birth anniversary of iconic leader K.Kamaraj. The move will benefit 2,23,536 children in 3,995 government-aided primary schools across the state. Chief Minister Stalin has launched the breakfast scheme at St Anne's school at Keelacheri village under Kadambathur union in Tiruvallur district.
15th July is the birth anniversary of late CM Kamaraj is observed as 'Kalvi Valarchi Naal,' (Education Development Day) by the state government. When the Chief Minister inaugurated the initiative on September 15, 2022, 1.14 lakh students in Classes 1 to 5 studying in 1,545 government primary schools were covered under the scheme.
With the expansion of the scheme across the State on August 25, 2023, about 18.50 lakh students in all the 30,992 state-run primary schools were brought under the initiative's cover. By bringing aided schools under the scheme's ambit, about 21.87 lakh students in total will be benefitted. Also, the scheme will be operational across the state in both government and state-aided primary schools.
In the state budget this year, the government announced expanding the scheme to state-aided primary schools and giving effect to that announcement, Stalin is all set to launch the initiative in Tiruvallur district. Top officials, Ministers and elected representatives are set to take part.
Last year, launching the scheme's expansion, Stalin had quoted reformist leader Periyar E V Ramasamy, Dravidian stalwarts, C N Annadurai and M Karunanidhi as having said that nothing - be it poverty or caste - should be an obstacle to access education. "I am following their footsteps and fulfilling their dreams," the CM had observed.
Stalin also had food with the nursery students of Thirukkuvalai Middle School where his father and former CM M Karunanidhi had studied. The CM expressed happiness about the expanded scheme being rolled out from his ancestral village.
M.K Stalin mentioned "A person needs to have a full stomach and has to eat three times to think and work. Breakfast is crucial. How can students focus on their studies without having their breakfast? I thought students should not be educated without providing them with food. We then initiated the breakfast scheme".
The quantity of raw material will be 50 grms per child per day. Locally available Millet based Breakfast also be utilised for atleast 2 days a week. This will ensure approximately 293.40 calories of energy, 9.85 grms of Protein, 5.91 grms of Fat, 1.64 grms of iron and 20.41 grms of calcium for each child.
Chief Minister's Breakfast Scheme in Tamilnadu Budget 2024-25

scholars and nutritionists for long have been requesting
to introduce a breakfast scheme as many students attend
school without having breakfast, resulting in malnutrition
and an inability to concentrate in studies. But, Time
waited for our Hon'ble Chief Minister to script
history".
FM mentioned "Founded on the principles of social justice, the flagship scheme of this Dravidian model Government "The Chief Minister's Breakfast Scheme" was inaugurated at Madurai in 2022 on the birth anniversary of Perarignar Anna, and later expanded in 2023 to all the 30,992 Government schools from classes I to V, benefiting 15 lakh students. Research studies indicate that the implementation of this scheme has led to an improvement in attendance, nutritional levels, and learning outcomes of the students".
The hon'ble FM added "To uphold the noble vision of our Hon'ble Chief Minister, who proclaimed, "We are willing to make any sacrifice to ensure widespread access to school education, foster enjoyable learning experiences, and ensure students learn without hunger", the scope of this scheme will be broadened to encompass Government-aided schools in rural areas of the State starting from the upcoming academic year, thus benefiting around 2.5 lakh students enrolled from Class I to Class V. In the next financial year, an allocation of Rs. 600 crore will be earmarked towards this initiative".
Tamil Nadu CM Breakfast Scheme Expansion
Chief Minister M K Stalin on 25 August 2023 (Friday) inaugurated the expanded breakfast scheme for primary schoolchildren across the state at the Panchayat Union Middle School in Thirukkuvalai in Nagapattinam. About 15 lakh students in 30,992 state-run primary schools would benefit from CM Breakfast Scheme expansion. At the launch event, CM said "The fund allotted for the breakfast scheme is an investment for the future. The investment would reflect as energy and talent that would be profitable for the country in the future".Stalin also had food with the nursery students of Thirukkuvalai Middle School where his father and former CM M Karunanidhi had studied. The CM expressed happiness about the expanded scheme being rolled out from his ancestral village.
5 Objectives of CM Breakfast Scheme
The five objectives of the scheme are as follows:-
- Students should come to school without hunger,
- They should not be affected due to nutrition deficiency,
- Students should be free of anaemia,
- Their attendance should increase, and
- The workload of working mothers should decrease.
The nutritional intake of children in the state will improve through CM Breakfast Scheme. M.K Stalin said "Gone are the days of Dronachariyas asking the thumb finger of Ekalayvas. We are living in the times of Ekalayvas. Our government is for all sections. Yet, there are those who are obstructing us with NEP and NEET. It is the age where everyone will get everything through Dravidian policies".

CM Breakfast Scheme in Tamil Nadu Budget 2023-24
Finance Minister presented Tamil Nadu Budget 2023-24 on 20 March 2023 in which he said "A sum of ₹500 crore has been allocated to expand the Chief Minister’s Breakfast Scheme for students, as a result of which 18 lakh students are to be benefitted. The Tamil Nadu government will expand the morning breakfast scheme to all 30,122 government primary schools from next academic year".
FM also said "The state government launched the free breakfast scheme last year in 1,543 government primary schools in the first phase covering 1.48 lakh students. Out of 1543 schools, 1319 schools witnessed an increase in attendance. Of these around 624 schools had 10% increase in attendance and attendance increased 20% in 462 schools and 30% in 193 schools".
He also mentioned that all primary schools which implemented the morning breakfast scheme in 4 districts - Thiruppathur, Perambalur, Ariyalur, Tiruvarur - recorded an increase in attendance.
Announcement of TN Chief Minister's Breakfast Scheme
Under the new CM breakfast scheme, class 1 to 5 students in govt. schools gets morning meal absolutely free on all working days. It is a flagship scheme of MK Stalin led DMK government. The main objective is to provide nutritious morning meals to students.
Chief Minister M.K. Stalin himself made announcement regarding Free Breakfast Scheme in Tamilnadu. This announcement was made on 07.05.2022 under Rule 110 in which all govt. school students who are studying in 1st to 5th standard gets free breakfast.
Launch of Chief Minister Breakfast Scheme in Tamil Nadu
The CM Breakfast scheme was launched on 15 September 2022 at Madurai by the Hon'ble Chief Minister of Tamil Nadu. Nutritious breakfast is provided to primary school children from 1st to 5th standard studying in Government schools on all school working days.
First Phase of Free Breakfast Scheme in Tamilnadu
In the first phase, Corporations, Municipalities and Panchayats were selected based on high prevalance of Aneamia as per NHFS-5 data, economically bakward blocks as per SBGF, habitations of Tribal population and inaccessibility of the areas will be covered under this CM Breakfast scheme.
Around 1,14,095 primary school children studying in 1545 Government schools were covered under Chief Minister Breakfast scheme 1st phase. The total cost for implementation of 1st phase of morning meal scheme was Rs. 33.56 crores which was then extended to remaining schools in phased manner.
