About Chief Minister's Skill Development Fellowship (CMSDF) 2024

Chief Minister's Skill Development Fellowship (CMSDF) is an initiative of the Skill Development & Technical Education Department, Government of Odisha to give an opportunity to young professionals to contribute to the transformation journey of Skilled-in-Odisha. The Fellowship aims to facilitate the decentralised skilling mandate of the Government by strengthening the District Skill Development Missions across all Districts of Odisha. Here are the salient features of Nua Odisha CM Skill Fellowship Scheme:-
  • Opportunity to work with District Skill Development Missions to strengthen decentralised skilling.
  • Tenure of 2 years with attractive compensation.
  • Certificate in Public Policy by Indian School of Business on successful completion.
  • Gain field experience, thus build their capacity in programme implementation, and explore self-motivation as well as life goals.

Eligibility Criteria for CM Skill Fellowship 

  • Applicant should 
    • be a Citizen of India.
    • be a graduate in any stream (at least 50% marks in Class 10th, 12th& Graduation).
    • Age between 21 and 30 years at the time of application.
    • At least 3 years of work experience in related fields.
  • Desirable criterion
    • Knowledge of local language.
    • Any prior experience in skill development.

What will the CM Skill Development Fellows do?

  • Act as skill development facilitators particularly in implementation of skill development schemes in the district and harmonize the skill development initiatives.
  • Network with training partners, industries and organizations providing skilling & livelihood opportunities to encourage them to participate in the skill development initiatives in the district.
  • Liaison among different departments and offices to ensure effective collaboration for smooth roll out of the skill development initiatives.
  • Understand the aspirations of the youth and the local nuances from demand and supply side, receive feedback about the schemes from on-the-ground and suggest improvements for greater effectiveness and relevance to district and State level officials.
  • Revisit the District Skill Development Plans and work closely with District Skill Development Missions to rejuvenate and contribute towards progressive change in landscape of district’s skill ecosystem.
  • Any other task to be assigned.

Tenure of the CM Skill Fellowship in Odisha

The tenure of CM Skill Fellowship in Odisha state would be of 2 years subject to satisfactory performance.

Odisha CM's Skill Fellowship Support

Fellows will receive a consolidated stipend of INR 60,000 during the first year, with annual increment of 10% in the second year, contingent to satisfactory performance. The stipend will cover the fellow's honorarium, boarding & lodging expenses, accommodation, personal insurance, and any other contingency costs during the Fellowship period. It will be mandatory for Fellows to purchase suitable insurance coverage for the entire Fellowship period.

Nua Odisha Scheme in Odisha Budget 2024-25

On 8th February 2024, Finance Minister presented Odisha Budget 2024-25. While presenting the budget, FM said "We have formulated the Nutana Unnata Abhilasha (NUA) Odisha scheme to make youth future-ready by upskilling them with new-age technologies and various emerging trades. We will spend Rs. 385 crore to skill one lakh youth in emerging trades annually over the next three years. Our Sudakshya scheme is driving transformation in Technical Education. It is empowering girls through scholarships to pursue ITI and polytechnic, promoting inclusivity, strengthening the Skilled-In-Odisha universe under the visionary leadership of Hon’ble Chief Minister Shri Naveen Patnaik. We propose to double the Programme Budget allocation for the Skill Development sector to Rs. 1,050 crore for 2024-25".

About Nua Odisha Scheme 2024

NUA Odisha scheme aims to empower Odisha's youth with continuous skilling, reskilling, and up skilling opportunity. The scheme leverages existing and new skilling institutions and partnerships with industries to deliver training in all 30 districts prioritizing Aspirational, Tribal, and remote areas. Training offerings range from fresh skilling for youths and supplementary courses to digital and e-courses for higher education students. The scheme includes establishing advanced labs, incentivizing training providers, curriculum development, and training of trainers.

Nua Odisha Scheme In Odisha Budget 2023-24 (Earlier Update)

Finance minister has presented Odisha Budget 2023-24 on 24 February 2023. While delivering the Odisha Budget Speech 2023-24, FM said "Building on the success stories in skill development, Odisha would be focusing now on new age emerging technologies to create an opportunity for the youth to make them a formidable skilled workforce of the world who will ultimately the be face of new Odisha. I am extremely pleased to announce that one lakh youth would be trained in future technologies like Cloud Computing, Artificial Intelligence, Augmented Reality-Virtual Reality, Data Science, 3D printing etc".
FM also said " An amount of Rs.100 crore has been earmarked for this new scheme NUA Odisha (Nutana Unnata Abhilasha) to be utilized in a time bound manner. We are committed to extend the budget pipeline till the target is achieved".
