Mukhyamantri Gramin / Shehri Awas Yojana Haryana 2024 Registration: Haryana Mukhyamantri Shehri Awas Yojana as well as Mukhyamantri Gramin Awas Yojana have got cabinet approval on 12 July 2024. Earlier the apply online process for urban area housing scheme started at hfa.haryana.gov.in portal. Similarly, the registration process for Haryana Mukhyamantri Gramin Awas Yojana will begin soon. Haryana Cabinet Approves Mukhyamantri Shehri Awas Yojana 

Haryana Cabinet on 12 July 2024 (Friday) approved the Mukhya Mantri Shehri Awas Yojana which seeks to provide affordable housing to the economically weaker sections (EWS) of society. Under this scheme, housing facilities will be extended to all poor families who either lack their own house in urban areas or currently reside in 'kutcha houses'. Initially, the initiative aims to provide housing to 1 lakh economically weaker families.

• Those having annual family income of up to Rs 1.80 lakh as per the 'Parivar Pehchan Patra' (family id) and do not own a 'pucca' house in any urban area of Haryana will be eligible for the housing scheme. 
• Mukhyamantri Shehri Awas Yojana has provisions for a 30 square yard plot for each eligible family, allowing the beneficiaries to construct their own 'pucca' houses. The state government, through the Department of Housing for All, will provide the necessary land.
• This scheme, primarily state-sponsored, will integrate with the beneficiary-led construction (BLC) vertical of the Pradhan Mantri Awas Yojana-Urban (PMAY-U). 
• It targets families with an annual income of up to Rs 1.80 lakh who have been registered in the demand survey conducted via the Department of Housing For All's web portal from September 13, 2023 to October 19, 2023, and January 5, 2024 to January 19, 2024, it said.
• Last year, an online registration drive was conducted to assess the housing demand among urban families. Approximately 2.89 lakh applicants registered their demand for flats or plots, with 1.51 lakh opting for plots and 1.39 lakh for flats.
• Beneficiaries can construct a duplex (double-storey) flat with a carpet area of 350 square feet/425 sqft on the allotted 30 square yard plot, as per standard designs.
• Financial assistance, combining subsidies, loans, and interest subvention schemes, will be provided.
• A financial aid of up to Rs 1.5 lakh each will be offered to facilitate house construction under the beneficiary-led construction vertical of PMAY-U, it further said.
• For beneficiaries securing housing loans up to Rs 6 lakh from nationalized banks or housing finance companies, the state government will provide interest subvention on their EMIs.
• The government will cover the total interest amount for the first two years and up to Rs. 35,000 of the interest amount in the third year. In the fourth year, the government will pay up to Rs 25,000 of the interest amount, and up to Rs 10,000 in the fifth year.
• Additionally, building approval charges, development charges, and the betterment levy will be waived for MMSAY beneficiaries. 
• The registration (conveyance deed) fee for the plot will be a nominal Rs 500.
• Charges for water and sewerage connections will also be waived at the time of application by the concerned authority.

Haryana Cabinet Approves Mukhyamantri Gramin Awas Yojana

Haryana government also decided to implement Mukhya Mantri Gramin Awas Yojana (MMGAY) to ensure that all the rural residents have access to a habitable and affordable dwelling unit.
MMGAY aims to provide affordable, quality rural housing, fostering sustainable development and vibrant communities.

• Under the scheme, financial assistance of up to Rs 1 lakh or actual price of the plot of land, whichever is less, for the purchase of own residential plot of up to 100 square yards will be provided to those who did not get plot under the Mahatma Gandhi Gramin Basti Yojana (MGGBY).
• MMGAY will be implemented for 2024-25 and 2025-26.
• The Rural Development Department will provide the list of beneficiaries under MGGBY to whom possession of 100 square yards plot cannot be delivered.
• The scheme will cover those who were to be allotted plots under MGGBY but have not been given possession of the plots in the last 15 years.

Mukhyamantri Shehri Awas Yojana Plot Allotment Certificate Distribution

Haryana government has launched Mukhyamantri Shehri Awas Yojana to meet the housing aspirations of poor families in the state. Under this state scheme, 15,250 beneficiaries received land plot allotment certificates on 26 June 2024. At the event held at Maharshi Dayanand University (MDU) in Rohtak, the chief minister handed out plot allotment letters to the beneficiaries on the spot. Similar programmes were also held simultaneously in Yamunanagar, Palwal, Sirsa, and Mahendragarh.

Addressing the gathering in Rohtak, Saini emphasized the BJP government's commitment to simplifying the lives of the poor and empowering them. He criticized the previous Congress government for promising 100 square yard plots to the poor but failing to deliver, leaving many people to struggle. In contrast, the BJP government decided to provide the plots and necessary documentation.

Recently a programme was organized where beneficiaries were given possession certificates for 100 square yard plots. On this occasion, Minister of State for Urban Local Bodies, congratulated the beneficiaries receiving plot allotment letters under the housing scheme. Minister noted that families with an annual income below Rs 180,000 applied under this scheme, and the chief minister provided benefits to eligible beneficiaries.

CM also mentioned that the state government had recently distributed cards to families with an income of less than R.s 100,000 annually under the Haryana Antyodaya Parivar Parivahan Yojana. This scheme benefits about 230,000 families, or around 840,000 members, who receive 1,000 kilometers of free bus travel within the state transport system annually.

Mukhyamantri Shehri Awas Yojana in Haryana Budget 2024-25

On 23rd Feb 2024, Finance Minister presented Haryana Budget 2024-25 in which FM mentioned "Hon’ble Speaker Sir, I am happy to state that the Government has introduced a new scheme, the Mukhyamantri Shehri Awas Yojana (MSAY) last year which aims to provide housing to those families whose annual income is upto ₹1.80 lakh per annum and who do not have their own house, in which 2.89 lakh families have registered. Land has been identified in 14 towns and cities and the process of allotment of plots to the registered beneficiaries has commenced. I hope to extend the benefit to all towns and cities in Haryana in the next 6 months. A sum of ₹1000 crore will be set aside for providing plots or flats to such beneficiaries in FY 2024-25. The sum will be partly provided by the Haryana Shehri Vikas Pradhikarn under its housing obligations and partly met from the State Budget".

Mukhyamantri Gramin Awas Yojana in Haryana Budget 2024-25

While delivering the Haryana Budget Speech 2024-25, FM said "On the lines of the Mukhyamantri Shehri Awas Yojana, I propose to launch the Mukhyamantri Gramin Awas Yojana to ensure that those beneficiaries who were to be allotted plots under Mahatma Gandhi Gramin Basti Yojana but who have not been given possession of the plots in the last fifteen years. I propose to set a deadline of September 2024 for giving possession to around 25,000 such beneficiaries. In case the possession cannot be granted to the eligible beneficiaries, then the Government will provide a benefit of up to ₹1 lakh to the beneficiary family under the Mukhyamantri Gramin Awas Yojana so that they can buy a plot in the village at a location of their choice for construction of their residence".

FM added "Under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G), against the total target of 29,404 houses, 28,250 houses have been completed and 1,154 houses are under construction. Financial assistance to the tune of ₹389 crore has been disbursed to the beneficiaries".

Haryana Mukhyamantri Shehri Awas Yojana 2024 Plot Booking

• First of all, go to the official website of Housing For All in Haryana at https://hfa.haryana.gov.in/
• Next a popup screen will open where you will find plot booking link and layout plan checking link.

• Click at "अपना प्लॉट बुक करें" tab or directly click https://hfa.haryana.gov.in/ppt/login?h= 

• Enter application number and make payment and proceed further to complete plot booking under Mukhyamantri Shehri Awas Yojana. 

Mukhyamantri Shehri Awas Yojana Registration for Flats/Plots

• First of all, go to the official website of Housing For All in Haryana at https://hfa.haryana.gov.in/

• At the homepage, click at the "मुख्यमंत्री शहरी आवास योजना हेतु रजिस्ट्रेशन" tab to open page for Mukhyamantri Shehri Awas Yojana Registration. 

• Enter PPP ID (Family ID) and click at "दर्ज करें" tab. 
• Then select family member and click "OTP भेजें" tab.   

• Next you will get an OTP on your mobile number registered in the Haryana PPP ID.

• Enter the OTP received on your mobile no. registered with Haryana Family ID and click "OTP सत्यापित करें" tab.
• Upon verification, entire details of the applicants would get displayed on the screen. Check these details and click at "आगे बढ़ें" tab.    
• On the next page, you will have to select the desired property type i.e flat or plot.

• Upon selecting property type, you will see details of the selected property like flat/plot size, flat/plot cost, registration cost etc. Verify it and click at "आगे बढ़ें" tab.

• Next you will see the page for selecting Mukhyamantri Shehri Awas Yojana down payment amount and EMI (installment).

• Select the payment amount, monthly EMI and click at "आगे बढ़ें" tab.  
• Next you will see the page where you can submit Haryana Awas Yojana apply online form.

• Tick the declaration and click "दर्ज करें" tab. Again an OTP would be sent on your mobile number which you have to Validate for final submission of Haryana Mukhyamantri Shehri Awas Yojana online registration form.  
• Then you will get an acknowledgement that your Haryana Awas yojana form has been successfully submitted.
• Next the page from where you can print the submitted Mukhyamantri Shehri Awas Yojana online application form will open.

• Finally, you can click at "Print" tab to print Haryana awas yojana apply online form and save it for any future reference.

Eligibility Criteria for Haryana Mukhyamantri Shehri Awas Yojana

• आय पात्रता: निवासी जिनकी पी.पी.पी. (परिवार पहचान पत्र) के हिसाब से सत्यापित वार्षिक आय 1.80 लाख रुपये तक है।  
• पहली बार पक्के मकान का लाभार्थी: लाभार्थी या उनके परवार के किसी सदस्य के नाम पर किसी भी शहरी क्षेत्र  में कोई भी पक्का मकान पंजीकृत नहीं होना चाहिए। 
• शहरी निवास: केवल हरियाणा के शहरी क्षेत्रों के निवासी इस योजना के योग्य हैं। 
• घुमंतु जाति को प्राथमिकता: घुमंतू जाति से सम्बंधित परिवारों को किफायती आवास के लिए प्राथमिकता दी जाएगी ताकि समावेशिता और समान पहुँच सुनिश्चित की जा सके।

About हरियाणा मुख्यमंत्री शहरी आवास योजना 2024

From 1 Feb 2024, applicants can apply online for Mukhyamantri Shehri Awas Yojana at HFA Haryana official website. Interested persons who want to participate in 30 sq.yd plot scheme will have to deposit a nominal amount and avail loans from banks, along with assistance from the Central and state governments, to build their homes on these plots. The state govt. has initiated this scheme to provide roofs over the heads of the poor and needy. 

A separate advertisement for Haryana Awas Yojana 2024 would be released through which applications would be invited for plots or flats under this scheme. Mukhyamantri Shehri Awas Yojna is a collaborative initiative of Haryana Shehri Vikas Pradhikaran (HSVP), Department of Housing for All and Housing Board Haryana (HBH).
