Employment Wing of the Department of Employment and Training, Karnataka is working to achieve the following objectives of the National Employment Service through its network of Employment Exchanges. About Karnataka Employment Guidance and Promotion Centres

The state govt. of Karnataka has renamed employment exchanges across the state as "Employment Guidance and Promotion Centres". The main focus is now on vocational guidance and career counselling besides registration, submission, placement, etc.

Employers can post their vacancies with employment exchanges and choose from among the registered candidates as per their requirements. Establishments in the private sector employing between 10-24 persons are being brought under the purview of the Act-The Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 for the purpose of submission of returns. This is likely to result in a more realistic estimate of employment in the organised sector. 

The employer is being mandated to furnish information relating to the result of selection against the vacancies notified within 30 days from the date of selection, to make the registration data more rational. The definitions of employee and employer are being broad based to include contract labour who have worked for more than 240 days in a year.

Karnataka Employment Exchange Online Registration Process

  • First of all, visit the Karnataka State Employment Exchange website for online registration.
  • First time users need to make registration by creating their own account.
  • After creation of an account, applicants can make login to State Employment exchange website with their credentials.
  • Next fill in the profile form. Once form is submitted, an acknowledgement containing the registration number, date of registration along with the name of the employment exchange is generated.
  • This acknowledgement may be printed and kept for future reference.
  • Produce all relevant certificates in support of education, experience, caste, sports, handicapped (issued by Medical Board/CMO), ex-serviceman, widow, freedom fighter and proof of residence etc. to the Employment Exchange mentioned within 15 days from the date registration. 
  • Apart from the above documents you need to submit one of the following documents as residence proof.
    • Ration Card.
    • Voter ID Card.
    • Certificate from Municipal Councilor/Sarpanch.
    • Proof of job in the State of either of the parents.
    • Certificate of Education in the State.
    • Letter from gazetted officer or school head.
    • Certificate issued by an MLA/MP.
    • Domicile Certificate.
  • Finally, Employment Exchange will issue you a registration card carrying Registration No with date of renewal of that registration.

Karnataka Employment Exchange Offline Registration Process

  • To make offline registration, users can visit their nearest Employment Exchange with all up-to-date qualification documents and experience certificates.
  • Visit nearest employment exchange office in your area of residence and fill up the required application form.
  • Submit attested photocopies of all your up-to-date education and experience-related certificates along with your resume.
  • Caste Certificate (optional) and photographs. Experience Certificate, if you have.
  • Produce any one of the following identity documents
    • Voter's Identity Card
    • Ration Card
    • Passport
    • Birth Certificate
    • Domicile Certificate
  • After registration, you will be issued a registration number.

Functions of Employment Exchanges in Karnataka

The activities in Employment Exchanges are governed by Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 and policies formulated by the Directorate General of Employment New Delhi and day-to-day administration are carried out by the State Government. The Employment Exchanges performs the following activities to achieve above objectives:-

  • Employment Market Information Programme.
  • Enforcement of Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959.

New Initiatives of Employment Exchanges in Karnataka

In order to meet the present day challenges of Employment Market; the Employment Exchanges are being strengthened and the following new initiatives have been introduced in Employment Exchanges to assist the job seekers and employers.
  • Study Circles - At present, most of the vacancies in public sector are being filled through Competitive Examinations. In order to enable the job seekers registered with Employment Exchanges to face these Recruitment Competitive Examinations confidently, ‘Study Circles’ have been established in all the District Employment Exchanges of the State. These ‘Study Circles’ are conducting free Pre-Recruitment Examination Training for the candidates appearing for these examinations.   • Job Fairs - Due to globalization, the Employment opportunities in Public Sector dwindling and rising manifold in the Private sector. In order to make enormous jobs available in the Private sector to job seekers, the Department is organizing ‘Job Fairs’ in the Employment Exchanges. These Job Fairs provide a platform for Employers and Job seekers, to meet and interact directly. Job fairs also help employers as well as job seekers cut down on time, money and effort.   • Value Added Services - Despite increased Employment generation, there is lot of unemployment. This is mainly due to low skill level of the work-force and mismatch between the demand & supply. Employment Exchanges are not meeting the demands of potential private sector since these registrants lack employability. To address this problem, the existing Employment Exchanges are being upgraded with state-of-the-art infrastructure. This is a unique and first of its kind initiative of the Government of Karnataka to match the market demand & supply. The objective is to provide employability solutions, assess and provide value added services to job seekers, more importantly to establish a strong and sustainable bond between the local industries – government – man power needs. It also envisages identification of skill gaps, attitude, aptitude and employability of the job seekers, bridge the gaps if any and make them employable. These Employment Exchanges are now serving as facilitating centres for work-force which enters Employment market, eventually improving the outcome of economic growth.
