People can check their name in Kalia Yojana beneficiary green list to avail assistance under Krushak Assistance for Livelihood and Income Augmentation (KALIA) Yojana 2024. Odisha Kalia Scheme Installment Transfer (Latest Update)

On 11 March 2024, Odisha CM Naveen Patnaik released monetary assistance of Rs. 933.07 crore to 46 lakh small, marginal and landless farmers under Kalia Scheme. On the same day, CM extended the Kalia Yojana period to another 3 years till 2026-27 for which the state govt will spend Rs. 6,030 crores. 

The amount is credited to the farmers’ bank accounts directly through the Direct Benefit Transfer (DBT) mode. Chief Minister said that assistance of Rs. 12,500 crore is given to the farmers of the state under KALIA Yojana.

Last year on the occasion of Nuakhai (20 Sept 2023), Odisha government released Rs. 900 crore as KALIA Yojana assistance to the farmers. CM Naveen Patnaik then released the assistance to the bank accounts of 44.56 lakh small, marginal and landless farmers. 

The financial assistance is being provided to the eligible farmers’ account under KALIA Yojana twice a year on the occasions of Akshaya Tritiya and Nuakhai. Through the implementation of KALIA Scheme, the State Government aims to lend farmers with an all-inclusive and flexible support system, ensuring accelerated agricultural prosperity.

Kalia Yojana Announcement in Odisha Budget 2024-25

On 8th February 2024, Finance Minister presented Odisha Budget 2024-25. While presenting the budget, FM said "Under the leadership of Hon'ble Chief Minister Shri Naveen Patnaik, the Food grain production in the State has more than doubled during last 22 years. To further accelerate agricultural growth in the State and to reduce poverty, we have introduced the historic ‘KALIA’ Scheme. Till now, 43.88 lakh small and marginal farmers and 18.93 lakh landless agricultural households have already been assisted under this scheme in the State. Such people centric schemes have already helped more than 10 million people of Odisha to escape multidimensional poverty in less than a decade as per NITI Aayog’s paper titled “Multi-dimensional Poverty in India since 2005-06".

Odisha Cabinet Extends Kalia Yojana till 2026-27

Odisha state cabinet has announced to extend Kalia Yojana for next 3 years. Now the Kalia scheme which is meant exclusively for small and marginal farmers as well as sharecroppers will be operational till 2026-27. The proposed expenditure for Kalia Yojna during next 3 years would be Rs. 6029 cr. The scheme was firstly announced in December 2018.

Though for the first year, each farmer family received Rs. 5,000 every year, it was reduced to Rs. 4,000 per year from 2020-21 after the scheme was synchronised with PM-KISAN scheme through which small and marginal farmers receive Rs. 6,000 annually.

In addition to the financial assistance component and interest subvention, KALIA offers subsidies for insurance coverage. Life insurance coverage of Rs. 2,00,000 at a premium of Rs. 330 per annum (of which the state government will bear Rs. 165) to all savings bank account holders aged between 18-50 years.

In addition, there is a subsidised personal accident cover of Rs. 2,00,000 at a nominal premium of Rs. 12 per annum (half borne by the state government) targeted at all savings bank account holders aged between 18-50 years. For beneficiaries in the age group of 51-70 years, the entire annual premium of Rs. 12 is borne by the state. A Kalia scholarship scheme covering fees including hostel, and mess in public educational institutes for children of beneficiaries has also been launched.

Kalia Yojana Allocation in Odisha Budget 2023-24

Odisha Budget 2023-24 presented by Finance Minister on 24 February 2023. FM mentioned "Krushak Assistance for Livelihood and Income Augmentation (KALIA) scheme has been introduced by the State Government in the financial year, 2018-19 to accelerate agricultural prosperity and reduce poverty in the State. About 41.08 lakh small & marginal farmers and 18.69 lakh landless agricultural households have already been assisted under this scheme in the State. I propose an amount of Rs.1,879 crore is under KALIA scheme in the budget".
