Beneficiary weavers will be registered through a specially developed Swanirbhar Naari (swanibharnaari.assam.gov.in) portal. Any weaver producing the benchmarked items is to apply in the portal. The registration of the weavers will be accepted subject to physical field verification of the weavers by the Departmental officials. Registration would be mapped with the AADHAAR number of the weavers.
Swanirbhar Naari in Assam Budget 2024-25
On 12th February, Finance Minister presented Assam Budget 2024-25. While presenting the budget, FM said "In financial year 2023-24, the Department achieved
significant milestones in preserving and promoting
Assam's rich handloom and sericulture traditions.
Initiatives like "Swanirbhar Naari" were launched to
empower weavers, focusing on the economic wellbeing of over 12 lakh people involved in the handloom
sector. The establishment of Integrated Handloom
Parks and Model Villages, Golden Silk Park and
College of Sericulture demonstrated the state's
commitment to sustainable practices and the
development of a skilled workforce in the sericulture
sector".
FM added "Looking ahead to the next financial year, the
department aims to establish Mulberry Yarn Banks
and Amrit Sarovars to further support production and
secure livelihoods for weavers and celebrate the
heritage of Assam silk. I allocate an amount of Rs. 352.29 crore to Handloom, Textiles and Sericulture Department".
Swanirbhar Naari Portal Registration 2024 & Login Process
In its endeavour to empower the indigenous weavers of the state and to provide financial support to the weavers families, the Government of Assam is implementing a flagship Scheme "SWANIRBHAR NAARI" through the Directorate of Handloom & Textiles, Assam. Under the scheme, traditional hand-woven items are to be procured directly from the indigenous weavers without involving any middlemen. - Once you reach here, click "Register" option or https://swanirbharnaari.assam.gov.in/Home/registration
- The page for making Swanirbhar Naari Portal registration 2024 will get displayed.
- Enter personal details (name, aadhar number, voter ID, mobile number, email ID, father / husband name, date of birth, gender, caste, pin code), address details (district, assembly constituency, block area, municipality area), yarn passbook details (yarn passbook number, issuing authority) and login details.
- Next you can click "Yes" to [Do you want to sell your handloom products under “SWANIRBHAR NAARI” scheme] and click at "Register" button to complete Swanirbhar Naari Portal registration process.

Eligibility Criteria for Swanirbhar Nari Scheme
- The weaver must be a resident of Assam having at least one handloom in the household.
- Applicant weaver must have a valid bank account with Core Banking Solution (CBS).
- The weaver having a valid yarn passbook issued by the Directorate of Handloom & Textiles, Assam, if available.
- In addition to above indigenous weavers, all intended weavers are also allowed to register themselves in the swanirbharnaari.assam.gov.in portal subject to be verified physically by concerned Inspectors of Handloom and Textile, Assam under Directorate of Handloom & Textiles, Assam.
Swanirbhar Naari Scheme Payment / Guidelines
Payment will be made online to the weavers within four (4) days of procurement of their products. While launching the Swanirbhar Naari scheme, CM Himanta Biswa Sarma said "Happy to launch 'Swanirbhar Naari' a scheme to empower our indigenous weavers. Govt will procure handloom items directly from them through an online portal. I am sure this scheme will help preserve our heritage of handlooms and textiles by ensuring assured income to our weavers".
