Safal in Odisha Budget 2024-25

On 8th February 2024, Finance Minister presented Odisha Budget 2024-25. While presenting the budget, FM said "Odisha is the 1st State in the country to launch a dedicated web portal for agricultural credit - Simplified Application for Agricultural Loans (SAFAL) which consists of 300 plus products of around 40 plus Nationalised and Private Sector Banks in a single window making it a boon for the credit seeking farm entrepreneurs to have a very informative and interactive interface for availing credit".

If you are an existing Krushak Odisha user, you can directly log in to the credit portal following the login procedure. If you are an agri-preneur, Select Register and click on agri-preneur, Enter the aadhar number, Name, email id, and phone number and then click on verify button to the right of the phone number. Enter the OTP received on the phone number and click on the register button. You will receive an SMS/E-mail notification stating you have been successfully registered on the credit portal. Here is the complete process:-
  • Enter aadhar number, name, mobile number, email ID and click "Register" button to complete Safal portal registration process.
After each step, you will be sent an SMS and an Email notifying you of the status and next steps that require any verification or activity. You can even apply again after incorporating the reason given for rejection as the feedback to the same bank or to a different bank, as per your choice

Approval Process after Application Submission

  1. Once the applicant submits the application, it is received by the branch manager.
  2. Based on the levels in the hierarchy of a bank, the application is marked up to the higher level banks and banking officials.
  3. The application can be reverted, sanctioned or rejected.

  • Once you reach homepage, scroll down "Login" button. Then you will see 2 options - "Farmer / Agri Entrepreneur" and "Officer Login".
  • If you select 1st option or https://safal.odisha.gov.in/website/login, then Farmer / Agri Entrepreneur login page will open.
  • Enter user ID, password and click "Login" button to make Safal portal admin login.

How to Make Login at Odisha Safal Portal  

  • Existing Krushak Odisha user login: Please enter the aadhar number or phone number (registered on Krushak Odisha), enter the OTP received and click on login.
  • Agri-preneur login: Please enter your registered phone number, enter the OTP received and click on login.
  • Bank/Department: Please enter your username and password to log in to your account.

Track Application Status at Safal Portal

  • Once you reach homepage, go to "Check Your Application Status" section.
  • Enter application reference number which you got after submitting the application and click at "Check Status" button to track Safal application status. 
  • SMS alerts will also be sent to you at each step of the application after submission.

Detailed Project Reports (DPRs)

A detailed project report (DPR) is a blueprint of a project with an extensive and elaborative outline of a project, which includes essential information such as the resources and tasks to be carried out in order to make the project turn a success. How to Download DPR

  • On the home screen, click on the DPR tab at the homepage.
  • On the landing page, select Directorate and the Sector and click on Submit
  • The required DPR will appear on the screen, click on Download Sample DPR to access the file

Generate DPR

  • After logging in, click on the DPR button > Generate DPR
  • On the landing page, the DPR input form appears, enter the relevant details and click on submit
  • Detailed Project Report will be generated. It can be downloaded and accessed from the My DPR section

How to Apply for a Loan

  • After logging in click on the Bank loan products tab and then select the district, block and bank in which you want to apply.
  • Click anywhere on the Bank logo in which you wish to apply
  • Subsequently, click on the apply button against the relevant bank loan product you want to apply for
  • You can also click on the view details buttons to know more about the bank loan product

  • You can also save the application as a draft and you can continue the application whenever you click on the apply button for that bank loan product again.

Process Flow for Simplified Application for Agricultural Loans

  • Register / Login into the Safal Portal - If you are registered on Krushak Odisha, login using your aadhar number. If you are an agri-entrepreneur, enter aadhar number, name, email ID and phone number to register. Login using your mobile number.
  • Choose Preferred Bank - Filter using the district, block and bank name. Click on bank name to view loan products offered by that bank.
  • Select the Preferred Loan Product - The list of loan products offered by chosen bank appears, click on apply for loan button to fillout application form.
  • Fill the Loan Application Form - Enter branch name, project type, sector and other relevant details.
  • Upload DPR and other documents - Upload the identity proof, detailed project report etc. as per the needs of the application.
  • Submit application - Review the application, give a declaration for details entered and click on "Submit".
