Basava Vasti is a new housing scheme of Karnataka govt. to provide shelter (houses) to economically and socially backward people. To provide homes at affordable prices to EWS category people, Karnataka govt. has incorporated Rajiv Gandhi Housing Corporation Limited. RGRHCL invited Basava Vasati Yojana online registration / application form to give pucca houses to poor people. Now the Basava Vasati Yojana beneficiary list has been published and beneficiaries can now track their application status as well.

Under Basava Vasati Yojana 2024, applicants will get 85% of the raw material for home construction from Karnataka govt. Basava Vasati Yojana or RGRHCL Scheme, is one of the 6 affordable housing schemes implemented by the state government.

Objectives of Basava Vasti Yojana 2024

Basava Vasati Yojana or RGRHCL scheme aims to:-

Offer affordable homes for poor people.
Provide 85% raw material for construction of house.
Provide financial assistance to homeless people to enable them to construct pucca houses for themselves.
Assist BPL, SC, ST, OBC category people in house construction.
Improve living standard of people from economically weak background.

Benefits of Basava Vasati Yojana

RGRHCL scheme beneficiaries are selected by Karnataka govt. based on financial and social background. Houses are given at lower than market price to SC, ST, OBC, BPL beneficiaries with support from central government. Eligible homeless applicants will also get houses under Basava Vasati Yojane.

The transparency and effective management of resources would result in quick transfer of funds to the eligible beneficiaries of the basav vasti yojana. Rs. 2500 crore have already been allocated for successful implementation of Basava Vasati Scheme.

Major Beneficiaries of Basava Vasati Housing Scheme

Basava Vasati Yojana is applicable only for permanent residents of Karnataka state. Only people from economically weaker sections and socially weaker background can apply online for Basava Vasati Yojane which in particular includes those people who are:-

Living below poverty line (BPL) category.
Schedule Classes (SCs)
Schedule Tribes (STs)
Other Backwards Classes (OBCs)

As per the RGRHCL latest notification, it is mandatory for beneficiaries to download Indira Mane App. Each beneficiary will have to upload house status on the Indira Mane mobile app. After this, Karnataka govt. authority will release funds to BVY beneficiaries.

Eligibility Criteria for Basava Vasati Yojana

Applicant must be a permanent resident of Karnataka state.
Family income of applicant must not exceed Rs. 32,000 per annum.
Applicant of Basava Vasati Yojane should not own a pucca house anywhere in the state or country.
Applicant must have land or kutcha house where construction is going to take place.

Homeless beneficiaries and those who have kutcha houses or plot (land without pucca house built) can apply for RGRHCL scheme. Basava Vasati Yojana allows people to get 85% of raw material free of cost from state govt. authority.

How to Apply Online for Basava Vasati Yojana

Applicant can apply (I) ONLINE or (2) Indira Mane Mobile Application, or by (3) physically approaching a Gram Panchayal or Urban Local Body for rural or urban areas, respectively. Here we describe the apply online process at RGRHCL portal.

Once you reach homepage, click on "Rural Projects" section and then click "Basava Housing Scheme" link.
Then page to download Basava Vasati Yojana registration form PDF will open.

Enter all the required details, personal information such as name of the applicant, date of birth, father’s name, contact details, gender, income details, mandal, district and village name, address of the applicant and Aadhaar card number and upload the requisite documents such as photograph and income certificate.

The beneficiary list for Rajiv Gandhi Vasati Nigama is finalised by the gram panchayat authority and will be available online for viewing soon. The beneficiaries are also selected on the ground level by the Block Development Officer through a lottery system. Once identified, the BDO visits the beneficiary's correspondence address and submit the name in Form-17 which is later forwarded to the executive officer. Once the beneficiary list is finalised, the RGRHCL 2024 list is made available in the local block development office.

Track Basava Vasati Yojana Beneficiary Status

First of all, visit official portal Karnataka's Rajiv Gandhi Housing Corporation Limited at https://ashraya.karnataka.gov.in/
Once you reach homepage, click on "Beneficiary Status" link.

Then page to track Basava Vasati Yojana beneficiary status will open.

Select the name of district and enter beneficiary number and click "Submit" button to check Basava Vasati Yojana status.

Urban Beneficiary Selection Process for Basava Housing Scheme

The ULB wise targets shall be allocated from the Government as mentioned in the order.
The Ashraya Committee shall select eligible "houseless" beneficiaries within 90 days from the date of allocation of ULB wise beneficiary targets from the State level. Provided that if for any reason the Ashraya Committee fails to select the eligible beneficiaries within the said 90 days then the concerned Deputy Commissioner is authorized to select the eligible houseless beneficiaries from among the Urban Demand Survey list which has been prepared by the Urban Local Bodies.
The Ashraya Committee or the Deputy Commissioner, as the case may be, shall include name of every eligible houseless family who apply or 200% of the housing target for the Urban Local Body - whichever is higher, and selection list shall be the prioritized list of the said eligible houseless families. The names beyond the number of housing target shall be utilized in the prescribed priority serial order if for any reason another beneficiary has to be selected for the same ULB in the same year.

Rural Beneficiary Selection in Basava Vasati Yojana

The individual beneficiary selection for the rural housing schemes shall be by the Grama Sabha as per the Karnataka Panchayat Raj Act. The Gram Sabha must be completed within 30 days from the date of communication of target by RGRHCL.
In case any Gram Panchayat fails to complete the Grama Sabha and its data entry into the RGRHCL software within 30 days from the date of decision of Gram Panchayat wise beneficiary targets as per point (a) above; the Chief Executive Officer of Zilla Panchayat shall cause the Gram Sabha to be conducted within 15 days of the expiry of upper limit of 30 days through and in presence of the Executive Officer of Taluk Panchayat Samiti or any Grama Saiiha Nodal Officer which he may appoint for the purpose. That is a Grama Sabha must be ensured to be conducted within 45 days from the date of decision of tlie Gram Panchayat wise beneficiary targets as per point (a) above.
The government will take all steps necessary to streamline conduct of Gram Sabhas in a time-bound and transparent manner through the concerned Panchayat Raj Institutions and the Chief Executive Officer of Zilla Panchayats, including through use of Information Technology and Mobile Technology.
The Grama Sabha shall prioritize and make a selection-cum-waiting list by including name of every eligible houseless family who applies or 200% of the housing target for the Gram Panchayat - whichever is higher, and selection list shall be the prioritized list of the said eligible houseless families. The names beyond the housing target of the GP shall be utilized strictly in the prioritized serial order of the Grama Sabha by the Executive Officer, Taluk Panchayats/ Chief Executive Officer, Zilla Fanchayal/Vigilance Committee, if for any reason another beneficiary has to be selected for the same Gram Panchayat in the same year for the given scheme.
