Telangana Govt. Stops 2BHK Housing Scheme, Beneficiaries to Get Indiramma Houses

Telangana government started 2BHK Housing Scheme in 2015 to provide double bedroom houses to poor people. 2 BHK typically refers to a housing development or project that offers apartments or homes with two bedrooms, a living or hall area, and a kitchen. Now the newly formed congress led TS state govt. cancels 62,600 double bedroom (2BHK) houses that were sanctioned but not constructed during the previous BRS government's 9 year tenure. Instead, Congress govt. has decided to provide Indiramma houses to the beneficiaries.

Telangana 2BHK Housing Scheme Latest Update (June 2024)

CM Revanth Reddy led Telangana govt. has cancelled 62,600 2BHK houses which were sanctioned but not constructed during the previous KCR led state government. Instead, the Congress government has decided to provide Indiramma houses to the beneficiaries. The BRS government had sanctioned 2.92 lakh 2BHK houses, including one lakh under the GHMC limits. However, it could build just 1.54 lakh 2BHK houses in nine years by spending Rs. 12,500 crore. 

The condition of many of these completed 2BHK units have deteriorated significantly, with issues ranging from structural damage due to water seepage during the rains to fundamental deficiencies such as missing doors and windows. Although a few houses were allotted to beneficiaries selected through the draw of lots, they remain unoccupied due to their bad condition. In GHMC limits alone, out of the sanctioned one lakh 2BHK houses, a mere 69,000 were constructed. 

The haste with which some of these incomplete units were allotted just before the 2023 Assembly polls, without essential amenities like water, electricity, or even proper access roads, led to widespread rejection by its intended beneficiaries. Consequently, approximately 20,000 houses remain unoccupied and in disrepair even after allotment to beneficiaries. It was estimated that the state government is required to spend Rs. 300 crore to provide basic facilities in the GHMC limits alone. 

Chief Minister A. Revanth Reddy ordered a comprehensive field survey across all districts to assess the current status of the 2BHK projects. Officials from revenue, housing and municipal departments conducted a survey and found that a significant number of houses were deemed "unfit for living" due to inadequate infrastructure and shoddy construction works. Surveys revealed that many contractors had abandoned their work midway due to non-payment of bills by the BRS government. They estimated that it would require more than Rs 1,000 crore to repair and complete balance works in constructed houses. 

The survey found that out of 2,92,938 2BHKs sanctioned by the BRS government across the state, 1,54,389 have been completed. While 41,925 houses have reached final stages of construction and the construction of 34,022 houses was stopped midway. The construction of 62,602 2BHKs did not begin at all. 

The Congress government launched the Indiramma housing scheme on March 11 to construct houses for the poor in place of 2BHK houses. However, due to election code from March 16 to June 6, the construction works could not be launched. Revanth Reddy, who launched the scheme at Bhadrachalam, said that 4.5 lakh Indiramma houses will be constructed by spending Rs. 22,500 crore. He also announced that 3,500 Indiramma houses have been sanctioned for each Assembly constituency.

2 BHK Housing Scheme in Telangana Budget 2024-25 

On 10th February 2024, Finance Minister presented Telangana Budget 2024-25. While presenting the budget FM said "The previous government has failed to fulfill the promise of providing double bed rooms to all. The previous government exploited people’s aspirations for their political advantages. Our government is ready to prepare an action plan to implement the one of the six guarantees of providing Indiramma houses to the needy". 

FM added "House sites will be given to those who do not have houses and Rs. 5 lakh financial assistance to those who own a site. The previous government failed to utilize the funds made available under the central sponsored Prime Minister Avas Yojana scheme. The present government will utilize central funds optimally. I am happy to announce that 3500 houses will be sanctioned to each Assembly constituency under Indiramma housing scheme. For this scheme I am proposing Rs. 7,740 crores, in the budget".

TS Double Bedroom Housing Scheme Objectives

Government of Telangana have formulated the double bed room housing scheme in the month of October 2015 with a view to provide dignity to the poor by providing 100% subsidized housing. There is no beneficiary contribution under 2BHK housing scheme which is one of its kind. In rural areas, beneficiaries solely depend on seasonal conditions for their earnings, the 2BHK housing helped in protecting them from debt traps as was the case in the past.

Framework of 2BHK Scheme Telangana 

The "Double Bedroom Housing" provides two bedrooms, hall, kitchen and two toilets covering 560 Sft plinth area. The plot area is 125 Sq yards for an independent house in rural area and worked out to 36 Sq yards of undivided land share in G++ pattern houses in urban areas. Land is thus provided free of cost apart from the cost of the dwelling unit.

Telangana is perhaps the only state in the country to launch such a liberal housing scheme for the poor. Under double bedroom scheme, the beneficiaries neither take a loan nor contribute which is a great boon for rural and urban poor families, for acquiring the dwelling unit. It is a paradigm shift from a credit and subsidy based scheme to a "fully subsidized scheme" which create a sound economic asset with an hygienic living environment for the beneficiary, there by contributing enormously to the socio-economic growth of the individual and as well as the community.

Selection of Beneficiaries under 2 BHK Scheme

  • The villages for coverage of 2BHK will be selected by the District level committee as per the GO Ms. No.10, Housing (RH&C.A1) Dept, dt.15.10.2015 and selection of beneficiaries as per GO Ms No 12 Housing (RH&C.A1) Dept, dt.26.11.2015.
  • The applications are called for 2BHK from eligible beneficiaries as per the schedule given by the District Collectors and same will be collected during Gram Sabha by the designated officer.
  • The preliminary scrutiny will be done at Gram Sabha to arrive at actual eligible and prepare a list accordingly and forwarded to Tahsildar of that mandal for thorough verification of beneficiaries.
  • The Tahsildar after thorough verification and vetting list of applicants, will submit the eligible final list of applicants to the District Collector.
  • As per the schedule given by the District Collector, the list verified by the Tahsildar will be again placed in the Gram Sabhas for its final approval.
  • The list finalized by Gram Sabha will be approved by the District Collector and will be made available to public. In case of any complaints, they will get enquired by the District Level Officer, nominated by the District Collector and findings will be placed before the Appellate Committee and the orders passed by the Committee will be treated as final.

Telangana Government Initiatives

  • Cement supply @ Rs.230/- per Bag for next 3 years (i.e. upto October, 2019).
  • Exemption of basic cost and seigniorage on sand.
  • EMD amount is reduced from 2.5% to 1%.
  • FSD is reduced from 7.5% to 2%.
  • The bid capacity of the contractor i.e. (2AN-B) reduced to 25 % of ECV in respect of 2nd call of tenders whenever there is no response for the 1st call.
  • Registration of private builders is also allowed with the concerned SE (Regional Officer) as per their turnover certificate.
  • Toilet under Swatch Bharath can be tied up at district level.
  • Supply of Fly ash at free of cost up to 100 KMs and with 50% of transportation cost above 100 to 300 KMs.
  • Defective liability period is reduced from 2 years to 1 year.
  • Permitted for price adjustment of steel for all ongoing 2BHK works.
