What is Bachat Lamp Yojana (BLY) 2024

Bachat Lamp Yojana was a market transformation scheme developed by the Bureau of Energy Efficiency (BEE) to promote energy-efficient lighting in India. There were no mandatory requirements in India requiring the use of energy efficient CFLs at the household level. BLY scheme aimed to incentivise households to use energy efficient CFL lightbulbs, by providing them at the same cost as incandescent bulbs.
Quality long-life CFLs were distributed to grid-connected residential households in exchange for an incandescent lamp (ICL). The cost differential was made up by a project implementer through carbon credits earned, which are in turn traded in the international market under the Clean Development Mechanism (CDM). The BEE was the overall coordinator for this Bachat Lamp Yojana while the distribution companies assisted in the distribution of the CFL lamps.

In the year 2015, PM Modi launched Ujala scheme (new version of BLY), in which LED bulbs are given to poor people rather than CFLs. The programme is being implemented by Energy Efficiency Services Ltd (EESL), a joint venture of PSUs under the Power Ministry in cooperation with various power distribution companies (discoms) in 28 states and 8 UTs. Moreover, there is now not any provision of exchanging incandescent bulbs to CFLs or CFLs to LEDs. Simply, you will get LED bulbs at lower cost than the market price, details of which is given below.

PM Modi Launching of Ujala Scheme

On 5 January 2015, Hon'ble Prime Minister Sh. Narendra Modi launched Ujala Scheme. He described the LED bulb as "Prakash Path" or "way to light". A simple act of change of one light bulb to LED at South Block Prime Minister’s office heralded a movement in the entire country for considering the same change. The initiative is part of the Government of India's efforts to spread the message of energy efficiency in the country.

UJALA scheme aims to promote efficient use of energy at the residential level; enhance the awareness of consumers about the efficacy of using energy efficient appliances and aggregating demand to reduce the high initial costs thus facilitating higher uptake of LED lights by residential users. It may be noted that the scheme was initially labelled as Bachat Lamp Yojana - BLY or Domestic Efficient Lighting Program - DELP and has been relaunched as UJALA.

Ujala Scheme (Unnat Jyoti by Affordable LEDs for All) is a flagship scheme of PM Modi govt. to promote energy efficiency. Moreover, distribution of these energy efficient devices is carried out through Common Service Centers. People can purchase these appliances from CSC at a reduced initial cost. VLEs can collect their order from nearest Energy Efficiency Services Limited (EESL) centers.

Now with the introduction of LED Tubelights and Fans along with the bulbs, Central govt. wants to fulfill these objectives.
