Jharkhand Guruji Student Credit Card Yojana (GSCCY) 2024 

Good news for students, Jharkhand state cabinet has approved Guruji Student Credit Card Yojana (GSCCY). कैबिनेट ने देश के प्रतिष्ठित कॉलेजों से इंजीनियरिंग व मेडिकल की पढ़ाई करनेवाले कमजोर आय वर्ग के विद्यार्थियों को सहायता देने के लिए गुरुजी स्टूडेंट क्रेडिट कार्ड योजना शुरू करने का फैसला किया। संस्थानों में पढ़नेवाले विद्यार्थियों को इंजीनियरिंग व मेडिकल की पढ़ाई करने के लिए अधिकतम 15 लाख रुपये का ऋण उपलब्ध कराया जाएगा। 

गुरूजी क्रेडिट कार्ड से संस्थान की फीस की राशि रिलीज़ की जाएगी। विद्यार्थी अपने रहने, खाने व अन्य जरुरी चीजों पर 15 लाख रुपये का अधिकतम 30 प्रतिशत तक (4.5 लाख रुपये) खर्च कर सकेंगे। क्रेडिट कार्ड के लिए विद्यार्थी, बैंक और राज्य सरकार के बीच करार किया जाएगा। छात्रों को कोर्स समाप्त होने के बाद चार प्रतिशत की ब्याज दर पर ऋण चुकाना होगा। कोर्स समाप्त होने के एक वर्ष बाद ऋण पर EMI शुरू होगा।         

Cabinet Approval for Guruji Student Credit Card Scheme 

कैबिनेट ने झारखण्ड राज्य में गुरूजी स्टूडेंट क्रेडिट कार्ड योजना को लागू करने की स्वीकृति दे दी है। Student pursuing Engineering / Medical courses in registered institutions in Jharkhand can get loans upto Rs. 15 lakh through guruji credit cards. 

Guruji Student Credit Card maximum limit will be Rs. 15 lakh. Students can spend upto 30% or Rs. 4.5 lakh for non-institutional expenses such as lodging, food, books, laptops, etc. This 30 percent component will go to the student, while the rest of the amount will go to institution as fees. Students will get this credit at an interest rate of 4 per cent and they will get 15 years time to repay the loan. The EMI will start one year after completion of the course.

Announcement of Guruji Credit Card Scheme

उच्च शिक्षा के लिए झारखंड सरकार बिना गारंटी देगी लोन, स्टूडेंट क्रेडिट कार्ड योजना शुरू. Jharkhand Student Credit Card Scheme was announced by chief minister Hemant Soren at a function to mark two years of the JMM-led UPA government on December 29, 2021. Under JSCC scheme, students can avail loans amounting upto Rs 15 lakh to pursue their higher education.  

CM earlier gave a hint regarding GSCCY scheme during the launch of the Marang Gomke Jaipal Singh Munda Overseas Scholarship scheme for tribal students in Ranchi in September 2022. Then CM Hemant Soren had said the government is working on plans to facilitate higher studies for student community. 

"Lack of education is the cause of most of the problems confronting the state. Our government is working on supporting students of other communities to pursue higher studies, be it in the country or overseas," Soren had said during the function.

Guruji Credit Card Yojana Based on West Bengal Model

The state govt. of Jharkhand has taken a cue from West Bengal to ensure that students can pursue higher education through a new credit card scheme. Higher and Technical Education department has finalised Jharkhand Student Credit Card Scheme (JSCC) in which soft loans upto Rs. 15 lakh would be provided to students for their higher studies.

In West Bengal Student Credit Card Scheme, students can get soft loans upto Rs. 10 lakh. Jharkhand student credit card scheme is loosely based on the West Bengal model. However, the major difference is in the amount. West Bengal govt. is providing loans upto Rs. 10 lakh to students while Jharkhand govt. is providing loans upto Rs. 15 lakh in GSCCY. 

The Jharkhand Higher and Technical Education department has worked on each and every aspect of the scheme. The GSCCY scheme aims at benefiting tribal students who face problem in getting educational loans.

Loan Amount in Jharkhand Student Credit Card Scheme

Under Jharkhand student credit card scheme, the government will help students to get a soft loan of up to Rs. 15 lakh for higher studies with the help of a credit card.

Eligibility Criteria for Jharkhand Student Credit Card Scheme

A student will have to be a resident (domicile) of Jharkhand to avail the benefit of GSCCY scheme. The age limit of the student will also be fixed for the Jharkhand Student Credit Card Scheme. The student will have a 15 year tenure to repay the soft loan.

गुरुजी क्रेडिट कार्ड योजना in Jharkhand Budget 2023-24  

Finance Minister presented Jharkhand Budget 2023-24 on 3 March 2023. While presenting Jharkhand Budget Speech 2023-24, FM said "अध्यक्ष महोदय, छात्रों को उच्च शिक्षा के लिए गुरुजी क्रेडिट कार्ड योजना एवं प्रतियोगिता परीक्षा के लिए निःशुल्क कोचिंग हेतु मुख्यमंत्री शिक्षा प्रोत्साहन योजना एवं एकलव्य प्रशिक्षण योजना का कार्यान्वयन किया जायेगा, जिसमें लगभग 37,000 छात्र-छात्राओं को लाभान्वित करने का लक्ष्य है"।

GSCCY in Jharkhand Budget 2022-23

While presenting the Jharkhand Budget 2022-23, Finance Minister said "अध्यक्ष महोदय, राज्य सरकार के संज्ञान में यह बात आई है कि राज्य के गरीब छात्र-छात्राएँ पैसे के अभाव में श्रेष्ठ संस्थाओं से उच्चत्तर शिक्षा प्राप्त करने से वंचित रह जा रहे हैं। बैंकों द्वारा भी बिना Mortgage के Loan की राशि उपलब्ध कराने में असमर्थता व्यक्त की जा रही है। इसलिए राज्य सरकार द्वारा झारखण्ड के छात्र-छात्राओं के उच्चत्तर शिक्षा में बाधाओं को दूर करने हेतु Guruji Credit Card Scheme प्रारम्भ करने का प्रस्ताव है।"

Improved Version of West Bengal Student Card Scheme

In an improvement on the West Bengal Student Credit Card Scheme, the Jharkhand credit card scheme will also benefit students studying in various coaching institutes in the country to prepare for national-level competitive exams. It includes exams for civil services, engineering, medical and business management courses. 

The student credit card scheme in West Bengal, which was launched in June 2021, supports students financially by providing up to Rs 10 lakhs collateral-free loan at four per cent simple interest. One per cent interest concession will be provided to the borrower if the interest is fully serviced during the study period. The repayment period is 15 years for any loan availed under the student credit card scheme.

How to Apply Online for Guruji Student Credit Card Scheme

Just like West Bengal state, the Jharkhand govt. will also start Guruji Student Credit Card Scheme apply online process soon. Applicants will have to fill Guruji Credit Card online application form.These forms may be invited at the state govt's official website or a dedicated new portal. As soon as the Guruji Student Credit Card portal becomes functional, we will update the registration process here.
