Orunodoi Scheme in Assam Budget 2023-24
Finance minister presented Assam Budget 2023-24 on 16 March 2023. While presenting Assam budget speech 2023-24, FM said "Orunodoi scheme launched by the state government has been a great
help for millions in the state to fight against poverty. Under this
scheme, the monthly benefits have been increased from Rs. 1000 to Rs. 1250 from October 2022 benefitting more than 17 lakh households.
The state Government rolled out 'Orunodoi 2.0' on 14th December,
2022 with a very inclusive set of guidelines. Orunodoi has fast
become one of the most popular DBT schemes in the country
providing the necessary support to the beneficiaries".
FM said "I have already delved into success of Orunodoi in above para
and how it has emerged as one of our prime women centric
flagship programs, with a committed transfer of Rs. 1,250 to
more than 17 lakh beneficiaries. Sir, our Government is also fulfilling its promise to widen the
base of Orunodoi and hence, new beneficiaries are already
under the DLMC scrutiny process under Orunodoi 2.0. DCs will
collect the affidavits from all the new beneficiaries regarding
their eligibility under the defined criterion. Once the entire
process is completed, addition of more than 10 lakh new
beneficiaries will take the total coverage to 27.5 lakh under the
scheme".
The finance minister also said "We are subsuming 'Indira Miri Universal Widow Pension
Scheme' and 'Deen Dayal Dibyangjan Pension Achoni' into
Orunodoi, following principle of 'one family - one scheme' to
benefit the Antyodaya of the state. With this, beneficiaries of
these two schemes, presently receiving 300 Rs. and 1000 Rs. respectively, will get Rs. 1250 From 2023-24 onwards. Sir, the effort of our Government is to further enhance Orunodoi
entitlement by Rs. 150, making it Rs 1400 per beneficiary per
month by the end of this financial year.
56. I hereby earmark Rs 3420 Cr for this scheme. We propose to include all Udasin Bhakat, staying in our Satras
institutes, under the Orunodoi scheme".
FM even mentioned that there are around 1,13,820 widows who receive National Widow
Pension with entitlement of Rs. 300 per month. We will verify these beneficiaries and if already not covered under Orunodoi,
all such beneficiaries will be provided a top-up of Rs. 950 per
month to provide them total amount of Rs. 1250 per month.
About Orunodoi Scheme 2.0
Chief Minister of Assam, Himanta Biswa Sarma, has launched the second version of Orunodoi scheme on 14 December 2022. Orunodoi 2.0 is the flagship scheme of the state government aimed at providing financial security to disadvantaged families.Speaking on the occasion at the ceremonial launch held at the premises of Assam House in the national capital, Sarma termed 'Orunodoi' the largest social-sector scheme in the history of the state that has the capability of radically transforming the lives of millions of its residents.
CM said that "Till 14 December 2022, around 17 lakh women have been receiving an amount of Rs. 1,250 each on the 10th of every month through the Direct Benefit Transfer (DBT) method under the first phase of this social sector scheme. With the addition of another 10.5 lakh new beneficiaries from today onwards, it would add up to a total of 27.5 lakh beneficiaries".
Benefits of Orunodoi 2.0 Scheme
Chief Minister stated that "The guaranteed minimum cash flow of Rs. 1,250 for the underprivileged families of the state would be extremely helpful in the government's aim of poverty alleviation".From April 2023, all the existing beneficiaries of the Deen Dayal Divyangan Pension Yojana and Indira Miri Widow Pension Scheme would be subsumed under Orunodoi 2.0. Divyangans and transgenders would also be included under the Orunodoi scheme. "Households having member, who is a dwarf or suffering from conditions such as cerebral palsy, thalassemia, hemophilia, etc. would also be included under Orunodoi scheme," CM added.
As per the state government around 2.75 lakh beneficiaries under 'Orunodoi' had been removed from the eligible-beneficiary list on the basis of a survey carried out under Orunodoi Month as some had passed away while others were found to be ineligible for the scheme, among other reasons.

Assam has been a pioneer in the country for the poor, through direct benefit transfer (DBT) mode. Under Orunodoi scheme, monetary benefits has been envisaged for more than 27.5 lakh poor households in the state. The schematic benefit was enhanced from Rs. 830 initially to Rs. 1000 per month. Assam Orunodoi Scheme Amount
Orunodoi was first introduced in 2020, by the then Hon'ble Finance Minister, Dr Himanta Biswa Sarma, the assistance was scientifically fixed at Rs. 830 per beneficiary per month with the following components:-

Later, amount of the assistance was enhanced to Rs. 1000 to make this a lumpsum amount. Now, CM has launched 2nd phase of Arunodoi Scheme 2.0 in which amount has been raised to Rs. 1250 per month.
This time, Assam govt. want to provide additional amount of Rs. 250, as subsidy for 50 units of electricity directly being credited into the account of the poor. Thus, each beneficiary will be eligible to get Rs. 1250 per month in next financial year. The govt's effort will be to enhance Orunodoi entitlement with strengthening of the state economy.

Orunodoi Month
Assam government decided to observe "Orunodoi Month" last year, but this could not be organized due to COVID induced pandemic. The state govt. is committed for Social Audit of beneficiary list through organizing ‘Orunodoi Month’ next financial year.Orunodoi (means rising Sun in Assamese) was launched in the year 2020 having more than 17 lakh beneficiaries. Now with inclusion of 10.5 lakh more beneficiaries in Orunodoi 2.0, the updated edition of this poverty alleviation scheme will cost the state exchequer around 4,142 crore per annum. It is now one of the largest direct benefit transfer schemes in India.

This is an unprecedented development milestone achieved by our Government, which has had multiple benefits - economic empowerment, financial literacy, extension of nutritional support and above all, taking development to each and every home and heart".FM said "A committed transfer of Rs. 1,000 to around 20 lakh beneficiaries is going on currently (amount to be increased to Rs. 1250 in Orunodoi Scheme 2.0). This transfer gets credited directly into the account of the beneficiaries on the 10th of every month. This remains one of the prime women centric flagship programs of the Government of Assam".
