Orunodoi Scheme 3.0 Launch by CM Himanta Biswa Sarma 

To intensify women empowerment, Orunodoi 3.0 scheme has been launched by CM Himanta Biswa Sarma on 19th Sept 2024 at a function held at Janata Bhawan in Guwahati. Altogether 37.2 lakh beneficiaries would benefit Orunodoi scheme 3rd phase. This time 12 lakh new beneficiaries have been added. Aadhar and ration card is must to add name in Orunodoi scheme 3rd phase.

While launching the scheme, CM said "Today, we have taken a massive step towards strengthening Nari Shakti in Assam. I joined my mothers and sisters from 126 assembly constituencies to kickstart Orunodoi 3.0, to include additional beneficiaries and ensure more than 37 lakh families to receive Rs. 1250 every month in state".

"In Orunodoi 3.0, we will be prioritising destitute women, divyangs, widows, transgenders, and other vulnerable people to provide them with financial security. Families with income below Rs. 2 lakh are eligible to apply and the state government will be spending Rs. 467 crore per month on the scheme. Together with NFSA, Orunodoi 3.0 will form a comprehensive social security net that will cover their nutritional, financial, medical and ancillary needs," CM added.

Orunodoi Scheme 3.0 DBT Amount

Orunodoi was first introduced in 2020, by the then Hon'ble Finance Minister, Dr Himanta Biswa Sarma, the assistance was scientifically fixed at Rs. 830 per beneficiary per month with the following:- components:-

Later, amount of the assistance was enhanced to Rs. 1000 to make this a lumpsum amount. Now, CM has launched 3rd phase of Arunodoi Scheme in which amount has been raised to Rs. 1250 per month. Women being the primary caretakers of the family are kept as beneficiaries of the scheme. 

Orunodoi scheme has been launched to lend self sufficiency, confidence and self reliance to the people of the state. After the unprecedented success of Orunodoi 1.0 and 2.0 which touched the lives of around 24.60 lakh people, the addition of more than 12 lakh beneficiaries would really spell wonder to the lives of the people of the state. Initially, beneficiaries were entitled to Rs. 830, at present the financial benefit has been raised to Rs. 1250 per month.

Who can Apply for Orunodoi Scheme 3.0  

To qualify, previous beneficiaries of Orunodoi 1.0 and 2.0 must reapply, and only those with a ration card would be eligible. "The state government plans to integrate the Orunodoi scheme with the ration card system, issuing new ration cards to 19,92,167 families. Currently, 2,31,97,608 beneficiaries receive benefits under the National Food Security Act, and this number is expected to increase to around 2 crore 60 lakhs after the new ration cards are distributed," the Assam Chief Minister said.

Who are NOT Eligible for Orunodoi 3.0 Scheme

Current and former MPs, MLAs, as well as members of Panchayati Raj institutions, urban local bodies, and autonomous councils, along with government employees, pensioners, professionals, Anganwadi workers, and ASHA workers, would not qualify for Orunodoi. Additionally, those with four-wheeled vehicles or more than 15 bighas of land would also be excluded, emphasising the scheme's aim to support the poor and marginalised in both rural and urban areas. 

Funds for Orunodoi Scheme 3.0 Implementation

CM announced that with the launch of Orunodoi 3.0, the implementation process is proposed to be completed by January 2025, while existing beneficiaries of Orunodoi 1.0 and 2.0 would continue to receive their benefits without interruption. CM Sarma said that the Orunodoi scheme would require an annual budget of Rs. 5,604 crore, about Rs. 467 crore monthly, marking a historic DBT initiative for the state.

"This scheme has also inspired women's empowerment programmes in other states, such as the Ladli Behna scheme in Madhya Pradesh, the Mahtari Vandana Yojana in Chhattisgarh, and the Gruha Jyothi scheme in Karnataka. Issuing new ration cards would cost the state Rs. 441 crore each month, with cardholders entitled to 5 kilogrammes of free rice monthly," the CM said. The CM emphasised that direct assistance through the Orunodoi scheme, the Ayushman Card, and the Ration Card initiative has helped 80 lakh families in Assam to rise out of poverty.

Inclusion of Divyangjans & Transgenders in Orunodoi Scheme

Orunodoi is the largest social-sector scheme in the history of the state that has the capability of radically transforming the lives of millions of its residents. The guaranteed minimum cash flow of Rs. 1,250 for the underprivileged families of the state would be extremely helpful in the government's aim of poverty alleviation".

From April 2023, all the existing beneficiaries of the Deen Dayal Divyangan Pension Yojana and Indira Miri Widow Pension Scheme have been subsumed under Orunodoi Scheme. Divyangans and transgenders are included under the Orunodoi scheme. "Households having member, who is a dwarf or suffering from conditions such as cerebral palsy, thalassemia, hemophilia, etc. are also included under Orunodoi scheme.

Orunodoi Scheme in Assam Budget 2024-25

On 12 February 2024, Finance Minister presented Assam budget 2024-25. While presenting the budget FM said "In keeping with our pledge from the previous year, Orunodoi 2.0 has been introduced statewide to guarantee that the benefits of the program extend to transgender and divyangjan individuals in addition to the State's antyodaya women. Today, Orunodoi also includes households with individuals who have dwarfism or who suffers from conditions like cerebral palsy, thalassemia, haemophilia, leprosy, or autism spectrum disorder. Scheme coverage has expanded to more than 27 lakhs beneficiaries today. They have been receiving Rs. 1250 each on the 10th day of every month directly in their bank accounts".

FM added "Speaker sir, it’s my privilege to announce today that our Government has decided to include 2.5 lakh additional beneficiaries under this Scheme this year, taking total reach of Orunodoi to more than 30 lakh households in the state. Further, Government will attempt to provide Orunodoi Poriyal saturation under National Food Security Act (NFSA) by integrating the ration cards with Orunodoi on pilot basis in the districts of Charaideo and Biswanath. In order to ensure Ease of living for these needy, Government will consider providing Orunodoi Beneficiaries insurance coverage under two Schemes -Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY). I am earmarking Rs. 3800 crore for this scheme in this budget".

Orunodoi Scheme in Assam Budget 2023-24

Finance minister presented Assam Budget 2023-24 on 16 March 2023. While presenting Assam budget speech 2023-24, FM said "Orunodoi scheme launched by the state government has been a great help for millions in the state to fight against poverty. Under this scheme, the monthly benefits have been increased from Rs. 1000 to Rs. 1250 from October 2022 benefitting more than 17 lakh households. The state Government rolled out 'Orunodoi 2.0' on 14th December, 2022 with a very inclusive set of guidelines. Orunodoi has fast become one of the most popular DBT schemes in the country providing the necessary support to the beneficiaries".

FM said "I have already delved into success of Orunodoi in above para and how it has emerged as one of our prime women centric flagship programs, with a committed transfer of Rs. 1,250 to more than 17 lakh beneficiaries. Sir, our Government is also fulfilling its promise to widen the base of Orunodoi and hence, new beneficiaries are already under the DLMC scrutiny process under Orunodoi 2.0. DCs will collect the affidavits from all the new beneficiaries regarding their eligibility under the defined criterion. Once the entire process is completed, addition of more than 10 lakh new beneficiaries will take the total coverage to 27.5 lakh under the scheme". 

The finance minister also said "We are subsuming 'Indira Miri Universal Widow Pension Scheme' and 'Deen Dayal Dibyangjan Pension Achoni' into Orunodoi, following principle of 'one family - one scheme' to benefit the Antyodaya of the state. With this, beneficiaries of these two schemes, presently receiving 300 Rs. and 1000 Rs. respectively, will get Rs. 1250 From 2023-24 onwards. Sir, the effort of our Government is to further enhance Orunodoi entitlement by Rs. 150, making it Rs 1400 per beneficiary per month by the end of this financial year. 56. I hereby earmark Rs 3420 Cr for this scheme. We propose to include all Udasin Bhakat, staying in our Satras institutes, under the Orunodoi scheme".

FM even mentioned that there are around 1,13,820 widows who receive National Widow Pension with entitlement of Rs. 300 per month. We will verify these beneficiaries and if already not covered under Orunodoi, all such beneficiaries will be provided a top-up of Rs. 950 per month to provide them total amount of Rs. 1250 per month.

Orunodoi Scheme in Assam Budget 2022-23

Finance Minister in Assam Budget 2022-23 said that "Orunodoi has literally given women of the state a ray of hope, symbolized by the rising Sun. This is an unprecedented development milestone achieved by our Government, which has had multiple benefits - economic empowerment, financial literacy, extension of nutritional support and above all, taking development to each and every home and heart".

FM said "A committed transfer of Rs. 1,000 to around 20 lakh beneficiaries is going on currently (amount to be increased to Rs. 1250 in Orunodoi Scheme 2.0). This transfer gets credited directly into the account of the beneficiaries on the 10th of every month. This remains one of the prime women centric flagship programs of the Government of Assam".
