Chirayu Yojana in Haryana Budget 2023-24
Finance minister delivered Haryana budget speech 2023-24 on 23 February 2023 in which he mentioned that last year I had announced that the government would
provide coverage under the Ayushman Bharat Pradhan Mantri
Jan Aarogya Yojana (AB-PMJAY) to all families whose annual
income as per PPP is upto ₹ 1.80 lakhs. At that time there were
only 15.5 lakh families who were receiving benefits under
Ayushman Bharat. Now about 29.93 lakh families have been
identified using PPP data for receiving benefits under
Comprehensive Health Insurance of Antyodaya Units
(CHIRAYU) - Ayushman Bharat.
Out of these 29.93 lakh families, the cost for about
14.5 lakh families is being entirely met by the State Government
while the cost on the remaining families is shared with the
Central Government. In 2023-24, I propose to extend the
benefit of CHIRAYU-Ayushman Bharat to all families whose
annual verified income in PPP is above ₹ 1.80 lakhs and upto
₹3 lakhs.
These families will be asked to make a nominal
contribution of ₹ 1500 per family per annum covering 50% of the subscription amount for receiving medical
treatment cover of ₹ 5 lakhs in any empanelled hospital. There
are about 8 lakh such families who will be additionally eligible to
receive the benefit of CHIRAYU-Ayushman Bharat in addition to
the 29.93 lakh families already identified.
FM also mentioned that "I also propose to
extend the benefit of CHIRAYU-Ayushman Bharat to families of
all anganwadi workers, anganwadi helpers, ASHA workers,
chowkidars, MidDay Meal workers, Gramin Safai Karamcharis and other such workers and lumberdars on contribution of a
nominal sum of ₹ 125 per month and who come from families
whose annual income is more than ₹ 1.80 lakhs. The families of
these employees would be eligible for in-patient hospital care of
upto ₹5 lakh per annum in any empanelled hospital in the State.
As a result we would have reached health insurance coverage
of over 54 percent of the population of the State through these
interventions".
Chirayu Haryana Scheme 2023 Launch
Chirayu Scheme was launched in Manesar by Chief Minister himself on 21 Nov 2022 during a programme to distribute golden cards to beneficiaries. The main objective of Chirayu scheme is to expand the Ayushman Bharat (PMJAY) Health Insurance scheme and to include maximum no. of beneficiaries.Through Chirayu Yojana, the state govt. wants to bring 29 lakh beneficiaries under Rs. 5 lakh health insurance cover per annum. Chirayu Scheme will cover 1500 diseases under this health insurance and will ensure that people from weaker sections of society avail treatment without facing financial hardships.Treatment cost of these additional Antyodaya beneficiaries will be borne by the Haryana state government which will cost nearly Rs. 500 crore to the state exchequer.
Inclusion of Antyodaya Families in Chirayu Yojana
From the date of launch of Chirayu Scheme, Antyodaya families have been brought under the ambit of flagship "Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY)". Around 1.25 crore Antyodaya population will get a new lease of life through Chirayu Scheme. It means that around 50% residents of Haryana state will be able to get health insurance scheme benefit.Beneficiaries of Chirayu Haryana Scheme
CM Khattar led Haryana state government has already increased the below poverty line (BPL) annual income limit from Rs. 1.20 lakh to Rs. 1.80 lakh. Golden cards are being made for BPL families to provide them with Rs. 5 lakh insurance cover. Now camps would be organised at district / block level to identify beneficiaries and work of making golden cards to cover all the beneficiaries of Antyodaya families will be done on a mission mode. The state govt. expects that everyone will get these cards by 31 December 2023.Hospitals in Chirayu Haryana Yojana
Under Ayushman Bharat Scheme, around 715 hospitals are empanelled in Haryana including 539 private hospitals and 176 government hospitals. Needy people are already getting benefits of health facility in around 32 hospitals in each district. Treatment for 1,500 health ailments will be possible under Chirayu Haryana scheme.Chirayu Card Distribution
In a related development, Gurugram MP and Union minister, Rao Inderjit Singh on 21 Nov 2022 also distributed Chirayu cards to 5 beneficiaries at a programme held at John Hall in Civil Lines in Gurugram on Monday. This Chirayu Cards distribution was done to mark the official launch of Chirayu Haryana scheme.Mr. Singh mentioned that south Haryana will soon get an All India Institute of Medical Sciences (AIIMS) hospital, and its foundation stone will be laid by Prime Minister Narendra Modi. He also said the state government has been working to improve the healthcare facilities across the state, including Gurugram, and the city will get a much larger civil hospital with 700 beds capacity.
Chirayu Haryana Scheme Card Form PDF
All the Antyodaya ration card holders will be able to get benefits of the Chirayu Haryana Scheme. This is an eligibility based scheme where govt. collects data of beneficiaries and thus includes their names in the Antyodaya Yojana. There is no requirement of filling any separate application form for Chirayu scheme. Any person whose name features in Antyodaya Yojna list will automatically get included in the state's own health insurance scheme and will get a chirayu card. Procedure for getting Chirayu Yojana card will be similar to the process of getting Ayushman Bharat golden card.
Development of Health Infrastructure in Haryana
Haryana govt. has planned to setup a new AIIMS in Majra village in Rewari with an outlay of Rs. 1300 crore. It is expected to be inaugurated by PM Narendra Modi once it is completed. The announcement regarding setting up of AIIMS Rewari was firstly made by CM Manohar Lal Khattar in the year 2015. It was then reiterated by PM Modi during a public rally in Bawal.
The state govt. has planned to expand the healthcare infrastructure in the entire Haryana state. This would ensure that people will not have to face the issues which were earlier faced during COVID-19 pandemic outbreak. Chirayu Haryana scheme will ensure to provide adequate healthcare facilities to people in order to manage such diseases.
Health department officials stated that there are around 39 healthcare institutions which have been empanelled in the Gurugram district under Chirayu Haryana Scheme. Out of these, around 32 empanelled healthcare institutions are private facilities while 7 are being run by Haryana government. Around 3.84 lakh beneficiaries have been registered under Haryana Chirayu scheme by the department.
