e Paddy Procurement Scheme in West Bengal Budget 2024-25

On 8th February 2024, Finance Minister presented West Bengal Budget 2024-25 in which FM said "During ‘Kharif Marketing Season’ (KMS), 2023-24 the State Government has enhanced Minimum Support Price (MSP) from Rs. 2,040 to Rs. 2,183 per quintal. The State Government also provides an additional incentive at the rate of Rs. 20 per quintal to the farmers who sell their paddy at ‘Centralised Procurement Centres (CPCs)’ and mobile CPCs (m-CPCs). To provide opportunity to the farmers of sparsely located villages who face difficulty to sell the paddy, the Government has opened more mobile Paddy Purchase Centers and is organising additional camps by the Paddy Procuring Societies such as PACS, Sangha & Mahasangha of SHG, FPO or FPS, etc. In the current KMS 2023-24, 535 CPCs, 92 mobile CPCs, 312 FPO/FPCs, 1116 SHGs and 1080 PACS are engaged in paddy procurement operations".

FM added that for more transparency and convenience to the farmers in the KMS 2023-24, electronic Point of Purchase (e-POP) machines integrated with fingerprint scanner and IRIS scanner are being used at all Paddy Procurement Centers. West Bengal has become one of the few States in the country to purchase paddy by authentication of the farmers through fingerprint or IRIS scan or OTP in Aadhaar linked mobile.

• Once you reach there, click "Camp Schedule" link or https://epaddy.wb.gov.in/CMR/CMRscheduleList.aspx
• Then page to check CMR schedule list at online paddy procurement system portal will open.

• Select district, block and click "View Schedule" tab.
• Then district wise paddy procurement camp details in a date wise format will open.

The new epaddy.wb.gov.in (earlier procurement.wbfood.in) portal enables a farmer of West Bengal to sell their paddy for the current Kharif Marketing Season (KMS). procurement wbfood in portal is a simple online paddy procurement system to enable farmers to make registration, schedule/fix dates, download Reg. Paddy Procurement Process for Self Registration of Farmers

• First of all, you can go to official website https://epaddy.wb.gov.in/

• Once you reach there, go to "Farmer" section and click "Farmer Self Registration" link or https://epaddy.wb.gov.in/Registration/SpotRegistration_Self.aspx
• On the next window, you will see e Paddy Procurement farmer registration form.

• Enter voter ID, aadhar card number, mobile number, father/mother/spouse name, bank details and land details.
• Finally upload documents, tick declaration and click at "Submit" button to complete paddy procurement process for registration of farmers.

• Enter registration number (new/old) and click "Generate OTP" button. 
• Then enter OTP to validate and generate farmer registration ID certificate for e paddy procurement process.

Know Farmer Payment Status at Procurement WB Food Portal 

• First of all, you can go to official website https://epaddy.wb.gov.in/

• Once you reach there, go to "Farmer" section and click "Farmer Payment Status" link or https://epaddy.wb.gov.in/report/FarmerPaymentstatus.aspx
• Then page to know farmer payment status for e paddy will open.

• Enter registration number, captcha and click "Generate OTP" button. Then enter OTP and click "Validate & View Payment Status" button to know e paddy procurement payment status.

• Then page to make WB e paddy procurement login will open.

New Rice Mill Registration

• Then Rice Mill Request Form will open.

• Select district, rice mill name, address, mobile number, email ID and click "Submit" button to make Rice Mill Registration at procurement.wbfood.in portal.

Paddy Procurement Announcement in West Bengal Budget 2023-24

During Kharif Marketing Season (KMS) 2021-22, the Food & Supplies Department has procured a record 53.55 lakh MT paddy. Around 19.83 lakh small and marginal farmers have been benefitted. The paddy was procured through a network of 469 Government operated Centralised Procurement Centres (CPCs), 1,286 Co-Operative Societies, 156 Farmer Producer’s Organisation / Farmer Producer’s Companies and 700 Women Self-Help Groups. Payments were made to the farmers directly in their bank accounts within 3 (three) working days. 

During KMS 2022-23, the MSP has been enhanced from Rs. 1,940 to Rs. 2,040 per quintal. For the farmers who sell their paddy at CPC, an additional incentive is being provided at the rate of Rs. 20 per quintal. To provide opportunity to the farmers of sparsely located villages to sell the paddy, Mobile Paddy Purchase centers have been introduced. This Department now has adequate storage facility for storing rice for at least 3 months requirement of PDS at any time. The State Government in last 11 years have created about 10.84 lakh MT storage capacity of foodgrains. 

Towards simplification of citizen centric services to avail various services related with ration card, registration of farmer and scheduling date for selling paddy, inquiry, lodging of grievances, etc. people may use the Departmental Portal or ‘Khadya Sathi Amar Ration’ mobile app or Whatsapp Chatbot or they may also choose to visit any of the CPCs, Office of the Food Inspectors as well as Bangla Sahayata Kendras (BSK) to avail these services.
