Gobardhan Scheme in Union Budget 2023-24
While presenting the Union Budget 2023-24, Finance Minister Nirmala Sitharaman has announced revamped Gobardhan Scheme. She mentioned "500 new waste to wealth plants under GOBARdhan (Galvanizing Organic Bio-Agro Resources Dhan) scheme will be established for promoting circular economy. These will include 200 compressed biogas (CBG) plants, including 75 plants in urban areas, and 300 community or cluster-based plants at total investment of Rs. 10,000 crore".
On 1 February 2023, FM also said that "a 5% CBG mandate will be introduced for all organizations marketing natural and bio gas. For collection of bio-mass and distribution of bio-manure, appropriate fiscal support will be provided".
About गोबर धन योजना 2023
Gobardhan Scheme will promote community awareness and ownership, and help villages manage cattle, agro residues and other biodegradable waste. Central government will give technical assistance and financial support of up to Rs. 50 lakh per district to achieve safe management of cattle and biodegradable waste, help villages convert their waste into wealth, improve environmental sanitation and curb vector-borne diseases.
Objectives of Gobardhan Yojana
- Support villages safely manage their cattle waste, agriculture waste and in long run all organic waste.
- Support communities, convert their cattle and organic waste to wealth using decentralized systems.
- Promote environmental sanitation and curb vector borne diseases through effective disposal of waste in rural areas.
- Convert organic waste, especially, cattle waste to bio gas and fertilizer for use in rural areas.
- Promote rural entrepreneurship employment and income generation opportunities.
Guiding Principles of Gobardhan Scheme Implementation
- Implement GOBARdhan as a people’s initiative to tackle cattle dung in villages.
- Popularize the compelling business case for safe management of cattle dung and other organic waste among rural population by state, district and block administration.
- Promote the business case and community collective action on GOBARdhan through intensive IEC at the local level.
- Initially prioritize villages with high cattle population.
- Enable usage of the financial provision of Rs. 50 lakh by several villages in a district
Benefits of Gobar Dhan Scheme
GOBARdhan scheme aims to provide the following benefits.
- Manages Waste - Helps manage the major solid waste in villages, i.e, cattle dung, and promotes environmental sanitation.
- Increases Employment - Promotes employment and income generation opportunities for SHGs/ farmers groups.
- Generates Organic Manure - Helps generate organic manure, which boosts agriculture and farm productivity.
- Protects Health - Substantially reduces the incidence of vector-borne diseases and promotes public health.
- Improves Savings - Promotes household income and savings as the use of biogas as fuel will cut down the LPG cost.
