सर्वजन पेंशन योजना in Jharkhand Budget 2024-25

27 फ़रवरी 2024 को वित्त मंत्री ने झारखण्ड बजट 2024-25 पेश किया। अपना बजट भाषण देते हुए वित्त मंत्री ने कहा कि "अध्यक्ष महोदय, वृद्धो, महिलाओं, बच्चों, किशोरियों, दिव्यांगजनो, भिक्षुकों तथा समाज के अन्य अभिवंचित वर्गों का कल्याण तथा समाजिक सुरक्षा कराने हेतु राज्य सरकार कृत संकल्पित है। मुख्यमंत्री सर्वजन पेंशन योजना के अंतर्गत 60 वर्ष की उम्र के व्यक्ति आच्छादित किये गये हैं, किन्तु निःशक्त व्यक्तियों, आदिम जनजाति के व्यक्तियों, निराश्रित महिलाओं, HIV/AIDS से ग्रसित व्यक्तियों एवं ट्रान्सजेन्डरों/तृतीय लिंग व्यक्तियों के साथ-साथ 50 वर्ष की आयु पूरी करने वाले आर्थिक रुप से कमजोर सभी महिलाओं तथा अनुसूचित जनजाति/जाति के सभी व्यक्तियों को पेंशन का लाभ दिया जा रहा है, जिसके लिए वित्तीय वर्ष 2024-25 में कुल 3,107.40 करोड (3 हजार 1 सौ 7 करोड़ 40 लाख) रुपये का बजटीय प्रावधान किया जा रहा है। इसके अन्तर्गत लगभग 23,50,000 (23 लाख 50 हजार) लाभार्थी आच्छादित होंगे।"

वित्त मंत्री ने यह भी बताया कि "इंदिरा गाँधी राष्ट्रीय वृद्धावस्था पेंशन योजना, इंदिरा गाँधी राष्ट्रीय विधवा पेंशन योजना एवं इंदिरा गाँधी राष्ट्रीय दिव्यांग पेंशन योजना के मद में वित्तीय वर्ष 2024-25 हेतु कुल 1,447.17 करोड़ (1 हजार 4 सौ 47 करोड़ 17 लाख) रुपये का बजटीय प्रावधान किया जा रहा है, जिससे लगभग 12,00,000 (बारह लाख) लोगों को पेंशन दिया जा सकेगा।"

About Jharkhand Universal Pension Scheme 2024

Amendments have been made in the previously running pension schemes for elderly, widow and specially abled beneficiaries. After the amendments, Jharkhand Universal Pension Scheme amount is available uniformally to all eligible people. The amendments have been introduced in centrally sponsored pension schemes under the National Social Assistance Programme and social security pension schemes operated under the state plan.

Who are Eligible for Jharkhand Universal Pension Scheme

• Any person above the age of 60 years.
• Any specially abled person.
• Widow above the age of 18 years.
• People entitled to pension under any other category.

कैसे उठा सकते हैं यूनिवर्सल पेंशन योजना का लाभ

अब नए नियम के तहत एपीएल/बीपीएल कार्ड दिखाने की अनिवार्यता खत्म कर दी गई है. यूनिवर्सल पेंशन योजना के तहत खुद को पंजीकृत करने के लिए जरूरतमंद लाभार्थी अपना मतदाता पहचान पत्र दिखा सकते हैं. 60 वर्ष से अधिक आयु के प्रत्येक नागरिक को अब नए प्रावधानों के तहत पेंशन योजना के लाभों के तहत कवर किया जाएगा. उक्त व्यक्ति करदाता नहीं होना चाहिए. वहीं 18 वर्ष से अधिक उम्र की विधवा महिलाएं पेंशन योजना के लाभ के लिए पात्र हैं. इसके लिए पति की मृत्यु प्रमाण पत्र की जरूरत होगी।

इन महिलाओं को भी मिलेगा पेंशन योजना का लाभ

वहीं 18 वर्ष से अधिक आयु की परित्यक्त महिलाएं व 45 वर्ष से ऊपर की सिंगल महिलाएं भी पेंशन लाभ की हकदार हैं. इन वर्गों के तहत आने वाली महिलाओं को मुखिया एवं पंचायत सचिव या वार्ड पार्षद एवं राजस्व उपनिरीक्षक का संयुक्त प्रमाणपत्र या विधायक/ सांसद अथवा किसी राजपत्रित अधिकारी द्वारा निर्गत सर्टिफिकेट की जरूरत होगी.

सभी पात्र लाभार्थियों को प्रतिमाह खाते में मिलेगी पेंशन

इन सभी को हर महीने की पांच तारीख को 1 हजार रुपये उनके खाते में प्राप्त होंगे. गौरतलब है राज्य सरकार हर उस व्यक्ति को यूनिवर्सल पेंशन स्कीम से जोड़ रही है जो इसके दायरे में आते हैं.

यूनिवर्सल पेंशन योजना का लाभ लेने के लिए ग्रामीण क्षेत्रों में प्रखंड विकास पदाधिकारी (BDO) और शहरी क्षेत्रों में अंचल पदाधिकारी (CO) को आवेदन कर सकते हैं.

Exclusion Category for Jharkhand Universal Pension Scheme

Jharkhand state cabinet has decided to introduce universal pension scheme by bringing in necessary amendments to pension rules on the recomendation of the women, child development and social security department. After the amendments, pension scheme in Jharkhand will be available universally to all eligible people who does not falls within two exclusion categories. A person of 60 years of age, any specially-abled person or widow above the age of 18 years and those entitled to pension under any other category will now be excluded only if they fall in the below mentioned 2 exclusion categories:-

• If the beneficiary or an immediate family member is an income tax payee or
• If the beneficiary or family member is a permanent employee of the state, Centre or public-sector undertaking.

Former CM Hemant Soren on Universal Pension

Former Chief Minister Hemant Soren during his reign launched universal pension scheme to provide Rs. 1,000 a month to all people of the state who are social security scheme beneficiaries. He said "The state govt. wants that the entire 3.25 crore population of the Jharkhand becomes rich where no one suffers from lack of money and their lives could be changed".

The overall development of the the state only comes with people’s participation. The state govt. wants to get rid of the poverty through power of people, government policies and intent for development. For upliftment of citizens, govt. has also started various schemes for the welfare of people. Now, govt. has raised the Jharkhand Old Age / Widow / Viklang pension amount or social security benefits for poor citizens. 

Sarvjan Pension Yojana in Jharkhand Budget 2022-23

Finance Minister in Jharkhand Budget Speech 2022-23 mentioned "अध्यक्ष महोदय, हमारी सरकार हर निर्बल-निर्धन के साथ सदा खड़ी रही है। इस उद्देश्य की पूर्ति हेतु राज्य सरकार द्वारा Universal Pension की परिकल्पना की गई है, जिसे मूर्त रूप प्रदान करने हेतु पेंशन प्राप्त करने की पात्रता को सरल कर दिया गया है। इस योजना को लागू करने के पश्चात् अब तक 02 लाख 90 हजार लोगों को लाभान्वित किया गया है। वित्तीय वर्ष 2022-23 में शेष बचे लाभान्वितों को आच्छादित किया जायेगा।"

Jharkhand Mukhyamantri Swasthya Sahayata Yojana

Jharkhand cabinet has also approved a new Mukhyamantri Swasthya Sahayata Yojana. The scheme will provide one-time financial grant to people from SC, ST and OBC communities if they lose their capabilities to earn their livelihood due to ailments. Senior citizens will get one-time benefit up to Rs 10,000 while those below 60 years will get benefits up to Rs 5,000. 

Free Textbooks to Govt School Students in Jharkhand

The cabinet also gave its approval to the state department of school education and literacy’s proposal to provide free textbooks to students of class 9 and 10 in all government schools. It also approved a proposal to provide bicycles to all government school students. Earlier, the money for cycles were provided to schoolchildren through direct-benefit transfers.

In another decisions, the cabinet approved a proposal to extend the contract of all contractual teachers in government schools and extended the service period of the doctors in state health services who are superannuating by March next year by another six months. 

Jharkhand Sona Sobhran Dhoti Saree Scheme

The cabinet also approved a proposal to hike the dearness allowances of state government employees by 7% and sanctioned the inclusion of 64 lakh beneficiaries in the state-sponsored Sona Sobhran Dhoti Saree Scheme. 

It also gave its nod to the amending of 14 regulations of different departments, including department of industries, personnel, department of animal husbandry and dairy development, commercial taxes and others.
