Rajasthan Distance Education Scheme for Girls Guidelines PDF
The long-term benefits of girl education can help a society grow holistically and lead to true women empowerment which can have far-reaching impacts. To the girl-child, ODL (open and distance learning) means more freedom of access, and thereby, a wider range of opportunities for learning and qualification. The barriers that may be overcome by distance learning include not only geographical distance, but also other confining circumstances, such as personal constraints, cultural and social barriers and lack of educational infrastructure.
Distance education can meet the needs of the girl-child who are unable to attend on-campus classes and improve access to higher education for girls living in remote areas of Rajasthan. National Education Policy, 2020 has also brought the concept of credit bank to promote online/distance education.
To provide distance education to those girls and women who are unable to attend college or university regularly due to family and other reasons, Hon'ble Chief Minister has announced "DISTANCE EDUCATION SCHEME FOR GIRLS". Now online applications for the same Balika Distance Education Scheme for the year 2024 are invited.
Objectives of Fee Reimbursement Scheme in Rajasthan
The objectives of the proposed fee reimbursement scheme in Rajasthan state are as follows:-
- To support education of girl child in UG, PG, Diploma, Certificate courses under ODL (open and distance learning) by reimbursing fee.
- To improve Gross Enrollment Ratio (GER) as well as the ratio of female and male proportional representation in higher education that is, Gender Parity Index (GPI).
Target group for Balika Distance Education Scheme Rajasthan
- Girl students of Rajasthan who are admitted in courses under distance education mode in the state funded Universities/ State Government Institutes including IGNOU.
- State funded Universities of Rajasthan included under section 2(f) & and 12(B) of UGC Act and IGNOU are only allowed in the scheme.
Rajasthan Balika Distance Education Scheme Eligibility Criteria
- Age limit: No age limit.
- The scheme is applicable to Girl candidate, who is resident of Rajasthan and has taken admission in distance education mode in UG, PG. Diploma, Certificate courses etc. in any state funded university/ State Government Institutions including IGNOU. Preference will be given in order of PG, UG, Diploma, Certificate courses.
- Only Distance education mode is covered under the scheme.
- The candidate who is availing of other foo reimbursement in State Ciovernment Schemes during the same tenure is not eligible in this scheme. But these students will get reimbursement of difference amount of "existing scholarship" and "distance education scheme for girls". In addition, prize/incentive scholarship holders will also not be excluded.
- The candidate who is eligible for distance education course in Post matric/ Other Schemes of Social Justice department, Government of Rajasthan will get fee reimbursement from the existing process of fee reimbursement under Social Justice Department Other Department. The candidate will not get fee reimbursement from SJE portal under the category "DE-HIE".
- Girls who are outstanding in studies will get incentives/prize.
Nature of assistance Under Balika Distance Education Scheme
- Fee reimbursement for UG, PG, Diploma, Certificate courses under distance education mode for full duration of a course,
- No other additional grant will be payable.
Procedure for Applying Under Balika Distance Education Scheme
- Applications will be invited once in a year on "DISTANCE EDUCATION SCHEME FOR GIRLS" on the Portal of the Department, Government of Rajasthan under the category Distance Education-Higher Education (DE-HE).
- Short notification will also be uploaded on the IITE website of Higher Education Department.
- Incomplete applications will be summarily rejected after due consideration.
- The host university/institution where the candidate is studying is required to verify the online application. Only verified online applications will be considered for fee reimbursement.
- Total sents under PG, UG, Diploma, and certificate will be decided on the basis of total fund available
- 30% of the total fund available per year for new students will be utilized for UG students.
Duration of Fee Reimbursement
After selection, the candidate's fee will be reimbursed on DBT mode on annual basis on satisfactory academic performance of the student. The fee reimbursement would be awarded from the date of joining the course as certified by the University/ Institution.
Process for Reimbursement of Fee by Rajasthan Govt
The student has to apply online for the scholarship under "DE-HE" category on the HTE portal provided by the state government. The application received on the HTE will be sent to concerned University/Institute. The process of fee reimbursement will be done by HE Department. Initially the student will have to deposit the admission fee to get admission in the university but after the completion of verification of documents he/she will get fee reimbursement of his/her course fee as decided by the Higher Education Department. Decision on renewal and reimbursement will be subject to the decision of department of higher education.
Balika Distance Education Scheme Renewal
- Fee Reimbursement will be renewed for the next year of study on receipt of renewal on satisfactory academic performance.
- Students failing to get promoted to next class / level would forfeit the benefit of scheme.
- Change in course of study will not be permitted. If any candidate changes the course of study, then fee reimbursement will stand forfeited from the date of change of course.
