Khadyasathi Yojana in West Bengal Budget 2024-25
On 8th February 2024, Finance minister presented West Bengal Budget 2024-25. While presenting the budget, FM said that ensuring food security to the people of the state by
providing good quality and adequate quantity of food
grains to the eligible beneficiaries is the primary objective
of the State Government. Khadyasathi Programme provides free of cost food grains to about 9 crore beneficiaries of the State under ‘National Food Security Act (AAY & PHH or SPHH)’ and ‘Rajya Khadya Suraksha Yojana’ (RKSY-I & RKSY-II) through a vast network of about 20,400 Fair Price Shops and about 500 Distributors.
The State Government has taken up a special initiative
to provide additional foodgrains over and above the
existing entitlements as per category of their card under
its Special Packages to about 50 lakh beneficiaries
belonging to those living in difficult and remote/ interior
areas viz. Jangal Mahal area, Vulnerable Tribal Group of
Totopara, Hill areas of Darjeeling and Kalimpong district,
Aila affected blocks, ‘unwilling farmers of Singur’, and all
workers and non-workers residing in Tea Garden areas.
Duare Ration Scheme for Providing Foodgrains to Khadyasathi Beneficiaries
While presenting the WB Budget 2024-25, FM also mentioned that Khadyasathi beneficiaries are now provided foodgrains at their doorsteps through the Duare Ration Scheme distributed through e-PoS after Aadhaar
authentication. At present 97.74% individual ration cards
have been seeded with Aadhaar. To address the issue of
non-matching of fingerprint during e-KYC, IRIS scanner
has been installed in the Office of the SCF & S.R.O.,
Inspector Food & Supplies and at all FPSs. At the time of
ration distribution, the beneficiaries are authenticated
through fingerprint scan, IRIS scan or OTP in Aadhaar
linked mobile.
The severely acute malnourished (SAM) children are
also being provided 5 Kg rice, 2.5 Kg wheat, 1 Kg Bengalgram and 1 Kg of Masur dal per month free of cost. During
2023-24, 5,175 numbers of SAM children have been
provided foodgrains, so far.
Inmates of Government owned/sponsored hostels and
welfare institutions are also being provided subsidized
foodgrains @ 15 Kg rice per head per month. During
FY 2023-24 10,940 MT foodgrains have been allocated
under this Scheme. To provide additional nutritional support to the
beneficiaries of Khadyasathi, under Mid-Day Meal Scheme
and ICDS, the State Government is now providing fortified
rice in all the districts.
Khadya Sathi Card Registration 2024 at food.wb.gov.in
Khadya Sathi Yojana is specifically designed for PDS beneficiaries in West Bengal to enable them to take ration at subsidized prices from fair price shops (FPS). People belonging to below poverty line (BPL) category and other economically weaker sections can take benefit of Khadya Sathi scheme. More than 4 crore people of West Bengal are benefiting from this Khadyasathi Yojana. In this scheme, 6 kg rice per head and 5 kg atta per head is provided every month to the beneficiaries.Only those who possess Khadya Sathi Card (West Bengal Ration Card) can take benefits of subsidized ration in West Bengal. For this purpose, new applicants will have to make Khadya Sathi card registration for inclusion of name in WB PDS beneficiary list. Also if you applied earlier, you can track your status and can download e ration card in West Bengal. Existing PDS - Khadyasathi beneficiaries can apply for renewal. Apply for New WBPDS Digital Ration Card in West Bengal
- First of all, go to official website https://food.wb.gov.in/
- Once you reach homepage, scroll down to "Special Services" section.
- Click at "Apply for New Ration Card" tab or https://food.wb.gov.in/About_Category.aspx?page_id=70
- Then a new page for PDS - Khadyasathi beneficiary will open.
- Here you can apply either as new applicant or existing applicant.
- New applicants can click at "For new applicant" tab to open Digital ration card services page.
- Enter mobile number, click "Get OTP" button. Then enter OTP and click "Proceed" button.
- Page to apply for ration card for new family will open.
- Fill further details and in this manner you can apply online for new WBPDS ration card.
- Existing applicants can click at "For Existing Applicant" tab to proceed to apply for renewal of ration card in West Bengal state.

- If you want to fill common application form through offline mode, you can click "To download offline Common Application Form Click Here" link. This will open page to enable you to download separate forms.
- You can download Form 3, 4, 5, 6, 7, 8, 10, 13, 14, 15.
- For eg- if you want to download form for inclusion of family under Khadyasathi Scheme, then you will have to download form 3. For rural form 3, click "Rural" link under 'Download' section in front of Form 3.
- Similarly, if you want to download form 3 for urban area, click "Urban" link under 'Download' section in front of Form 3.

Link Aadhaar with WB PDS Ration Card

- Page to link aadhaar with WB Digital Ration Card will open.
- Here you can link aadhar with active cards as well as link aadhar with deactivated / newly approved cards as shown here.
- To link aadhar with active cards, you can do e-KYC by selecting ration card category and entering ration card number.
- If you want to link aadhar with deactivated / newly approved cards, then you can do aadhaar linking with deactivated ration card through mobile OTP.

Fortified Rice to Mid-day Meal / ICDS Beneficiaries
Government has already introduced fortified rice to provide additional nutritional support to the beneficiaries of Mid-day Meal scheme and ICDS. From 1st January, all beneficiaries of PDS in four high burden districts of Purulia, Birbhum, Murshidabad and Uttar Dinajpur are being provided fortified rice. From 1st February, 2024 fortified rice is being provided to all the beneficiaries of PDS across the State. For providing more convenience and flexibility, any eligible Ration card holder can lift his entitled ration from any Ration Shop throughout the State.
Under One Nation One Ration Card scheme, AAY & PHH beneficiaries of West Bengal can lift foodgrains from any Ration Shop across the country and AAY & PHH beneficiaries of other States can also lift their entitled foodgrains from any ration shop of West Bengal free of cost through Aadhaar based authentication.
Khadya Sathi Yojana in West Bengal Budget 2023-2024
While presenting the West Bengal Budget 2023-2024, Finance Minister said "Food & Supplies Department has taken all possible measures to ensure food security through availability of good quality foodgrains to the citizens of the State. Under Khadyasathi, free of cost foodgrains are being provided to about 9 crore beneficiaries of the State covered under National Food Security Act (AAY & PHH or SPHH) and Rajya Khadya Suraksha Yojana (RKSY- I & RKSY-II) through the network of about 20,400 Fair Price Shops and 500 distributors".
FM also said "Under Special Packages Scheme of the WB State Government, about 54 lakh beneficiaries living in remote and difficult areas are being provided additional foodgrains over and above the existing entitlements. On an average, every month about 6.6 crore beneficiaries of about 1.52 crore families are being provided foodgrains at their doorsteps through the 'Duare Ration' Scheme".
