J&K Talaash Portal

Talaash Scheme in Jammu and Kashmir is a part of the umbrella Samagra Shiksha scheme. The J&K Talaash Portal is functional at talaash.jk.gov.in. Samagra Shiksha scheme is an overarching programme for the school education sector extending from pre-school to class 12. The scheme has been prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes. It subsumes the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).

  • Identification - The identification of all children in the age group 6-17 will be identified through door-to-door survey.
  • Registration & Enrollment - Under the Talaash scheme, all identified OOSC will be registered and enrolled in age-appropriate classes.
  • Assessment - Under the Talaash Scheme, all children nominated to be assessed to establish their learning level.
  • Special Training - Age-appropriate Special Training to be provided to all children nominated.
  • Tracking & Monitoring - Under this programme, attendance of all identified OOSC to be tracked and monitored for the elementary classes.

The major objectives of J&K Talaash Scheme are as follows:-

Background of Samagra Shiksha Scheme in Jammu & Kashmir

Jammu & Kashmir had an estimated 27500 out-of-school children (OoSC) according to the data collected by the Department in 2016. It comprised of two categories- i) Never enrolled; and ii) Dropouts. There are various provisions regarding mainstreaming of OoSC in the Right of Children to Free and Compulsory Education (RTE) Act, 2009, MoE guidelines on Special Training and MHRD Clarification on Provisions of RTE Act, 2009.

The Directorate of Samagra Shiksha J&K has put this issue on a priority and has been constantly making efforts to reduce the number of out-of-school children in Jammu and Kashmir, with special focus on migrant and tribal children, minority communities, children with special needs and the most underprivileged. With the collaboration with the Directorates of Education of Jammu and Kashmir, tremendous progress has been made over the years. As a result, the number of OOSC has been reduced to approximately 11,000 in 2020. The gap is closing fast, and massive enrolment drives in all districts, special incentives and schemes have made this possible.

Going forward, the Department of School Education J&K has initiated a comprehensive programme to address this issue in line with the directives of the Ministry of Education. We aim to:
  • Conduct door-to-door survey and prepare a database of all school-going age children
  • Enumerate and keep track of OOSC in a timely, and quality manner, through intensive data analysis and monitoring and mainstream them
  • Reduce the number of out-of-school children through timely enrolment, regular attendance and flexible learning for elementary and secondary aged children.
