Telangana Cabinet Sub-Committee on Rythu Bharosa Scheme

The Cabinet sub-committee on Rythu Bharosa, led by Deputy Chief Minister Mallu Bhatti Vikramarka, on 5th July 2024 (Friday) discussed modalities to be adopted to identify tenant farmers who are being brought into the scheme for the first time. The committee asked revenue and agriculture officials to make appropriate recommendations on how to identify tenant farmers. The Rythu Bandhu, which is to be phased out, covered only landowners.

The undivided AP governments used to issue identity cards for tenant farmers but the previous BRS government abolished the system. It also removed the tenant farmers column from the pattadar passbooks. The government has asked the sub-committee to submit its report on Rythu Bharosa by July 15. The report will be tabled in the Assembly session. After receiving feedback, the government will finalise the guidelines for the scheme.

Rythu Bharosa Scheme in Telangana Budget 2024-25

On 10th February 2024, Finance Minister presented Telangana Budget 2024-25. While presenting the budget, FM said "The Rythu Bandhu was introduced by the previous Government with the stated aim of giving investment/input assistance to the farmer. Though it is a welcome gesture it is unfortunate that this assistance went into the pockets of the rich landlords and ineligible people. Rythu Bandhu assistance was given to lands that were not cultivable, lands that had hillock areas, and even for roads. The biggest beneficiaries were landlords owning huge tracts of lands but who never cultivated them and also real estate dealers holding thousands of acres. The government went against its own GO. Realizing this, we decided to review the scheme and implement Rythu Bharosa to the actually eligible beneficiaries @ Rs 15000 per acre. We also promised to include the tenant farmers who were left in the lurch by the previous government".

FM added "Further, our government is committed to implement Rythu Bharosa, Indiramma houses, Cheyutha and Yuva Vikasam. We are committed to implement them at the earliest. In this budget, we have proposed Rs. 53,196 crores, for implementation of Congress 6 Guarantee schemes. Provision of additional funds will be made as required, once a complete assessment is made about the schemes".
